So, cbox discussion led to several ideas, most discussion of which settled on the idea of a set of islands, probably jungle-y or forest-y at least in parts, where rich people can pay to hunt kidnapped mutants; the more powerful/dangerous and unique/visibly mutated a mutant is, the more the hunter pays. Kidnapped mutants are isolated from each other, in order to prevent them from easily working together, and adapteds are running (or at least working with) the group running this. Each hunter or group of hunters will have an adapted or mutant guide to help them survive while hunting.
Another suggestion was that this be linked to the Villain Creation Facility; the facility's purpose would have been to create even more powerful mutants to hunt (and charge people more to hunt), after people got bored with regular mutants.
This sounds like a really cool idea and a good chance to put in some legitimately terrifying villains human or adapted. The idea's of hunters hunting mutants is a really cool idea and I would be willing to participate in it.
I can even suggest a few different types of villains if you need it, this sort of plot is like bread and butter to me.
It also might put our cockier mutants who think they are better than humans down a few pegs, if we give them technology that puts them on par with the mutants it would be certainly interesting character development.
At least now, as many as you want, I think. I'm not sure when/how this idea will eventually be used, so I can't guarantee they'll all be used, but we'll certainly need several villains, anyway.
1.A very enthusiastic Hunter who only cares for the hunt and bringing down the mutants and nothing more. He won't be a complete sadist because he respects a challenge and the mutants he does take down he does it with honor, no back stabs. 2. A very rich woman who practically doesn't want and wants to hunt the mutants because it is something to do. She can ether be very indifferent or borderline overly excited about what shes doing. 3.A freaking nut job that wants to mount the muties on his wall 4.An Undercover mutant that secretly hates his own people so he hunts them with his abilities of seduction
We could always say that they don't always have to kill what they catch. That would certainly put an interesting spin on things.
I do like the idea of killing not being necessary, though maybe say that while it's not required, most people either choose to kill or the mutant is killed while being hunted, so that the danger stays at about the same level.
For the self loathing mutant, maybe he could be one of the guides, who escorts and protects hunters?
We'll probably also need villains who run the facility/program/whatever, and possibly mutants from the villain creation facility or just who've been caught that would be willing to attack/work against other mutants to protect themselves. Though some characters could fill that last role....
Yeah a mutant with the tracking ability or something of that nature.Another mutant that puts a shield around the whole "hunting grounds" so no escapes can happen.

*slams hand down* I'm in.
I either (a) volunteer my charries to be kidnapped, or (b) maybe man one of the NPC villains necessary for the plot. It sounds like a lot of fun. (I mean, I'm always talking about how I like to put my characters in difficult situations because they're fun to write... and if I play an NPC villain and he/she just so happens to die, c'est la vie. If I use Chase or Gina, I'd rather them survive.)
I would certainly volunteer teddy to be a person to get kidnapped. He's pretty trusting and wouldn't think that anyone would really want to kidnap a kid like him
