I can see two ways for switching to happen. One is two people randomly switch with each other, and the other is for the switcher to randomly hop from one person to another in a chain, which could get way too complicated...

Here is an updated interpretation of the plot:
Possible Plot: The Vampire Plot It seems that poor Dr. Hu's expertise has come in handy once again. He has the knowledge necessary to fuse Hunter's DNA with the HIV virus, which means that vampirism is now contagious to humans and mutants and can be spread through bodily fluids like HIV. A vampire bite that gets a bit of vampire blood in it is the recipe for creating an army of newborn vampires. After being bitten, it takes a few days for the vampire virus to kick in, because the blood veins have to reorganize themselves to absorb oxygen from the stomach rather than the lungs.
Dr. Shaw, one of the former leaders of the Church of Humanity during the Mutant Registration Act, may have a cure for this problem. It seems he has his own mutant DNA sample collection. Apparently vampire blood doesn't get along well with unicorn blood... it makes a great vampire virus vaccine! Vampires recover 99.9% (except for slight breathing problems later on: all that rearranging of breathing systems might leave a slight asthma side effect.)

Hello, MRO
This is one of your friendly neighborhood Plot Moderators. I am looking for some input from the entire site on a couple of ideas for up coming plots. I have included below a list of past plots, current plots, and possibilities for upcoming plots.
The past plots are just for your information, so you can see how the time line has progressed thus far in MRO. Sometimes things that happen in past plots come back to haunt us, like when there are loose ends that haven't quite been tied up.
The ideas for the current time line are intended to lead into some of the possible upcoming plots as well as to get all three factions active again. I've tried to include a little something for everyone, but if you have other ideas that you'd like to do (that would effect everyone on the team) please post them here, and we can see if they will work along with or instead of the ideas listed here.
The possible plots are all still up in the air. Check them out, read the details, see if there is anything you'd like to see added or changed. Get in your opinion about which one you think would work best for the whole site. We'd like plot creation to be a process in which everyone can have a say. Site wide plots involve everyone, so everyone should have a chance to participate in the discussion!
Past Plot: Haywire (mutant) Plot (FYI, since it provides some background for some of the things that may happen later.) A young mutant girl named Jack had the unfortunate ability to make other mutants powers' go horribly awry, giving her the nickname Haywire. She also makes humans deathly ill. The Order got their hands on her and also kidnapped several other mutants in order to experiment on them with Haywire's DNA. Iris was one such kidnapee- the Order infected her, then sent her home to the mansion. Eventually The Xmen rescued Jack, but it was a close fight that was almost won by the Order. At least the Order got a consolation prize: a healthy stock of Haywire DNA.
Past Plot: Mutant Registration Act Plot (Another FYI) Congress decided to pass a Mutant Registration Act. All mutants had to be registered. Those that were deemed dangerous or refused to register were sent to the mutant concentration camps. Both Xavier's Sister School and the Sanctuary were raided by law enforcement officers and/or Stalker robots. Many mutants from both places were captured and locked up in the camps where they suffered horrible abuse. In the shadows, a resistance formed that planned and executed a mass break out of the New York camp. Now that the Supreme Court has ruled the law unconstitutional, things are returning back to normal, though many mutants still hold a grudge against humanity in general for what they put mutants through.
The Future Plot (Rated E for everyone) 10 years in the future, haywire has already been released as a virus and the world has managed to survive, but things are a bit different. Allegiances have changed, climates have collapsed. Some countries have started seeing the benefit of having mutants around, especially if they can make themselves useful in improving the climate or agriculture and bring relief from famines.
The Current Time Line (Rated E for everyone) While the Future Plot is running, mutants are recovering from the mutant registration act and things are getting back to normal. The Order is already testing out its Haywire samples...
Possible activities for the current time line
Kabal mission: spy on the government in order to discover that they are developing their power suppressants into a virus that attacks X-genes and makes them dysfunctional. Dr. Hu is a genius immunobiologist/ viral biologist who would prefer to be working on his project to cure the common cold by fusing it with mutant cells to form a less contagious mutation of the rhinovirus strain, but is being forced to work on this government project instead. (This could lead up to several possible plots, read on.)
Kabal/ Order collaboration mission: break into the government facility where Dr. Hu is working in order to obtain a sample of the government's anti-mutant virus so their own scientists can begin working on their own cure. Of course, the Order may also have plans to obtain Dr. Hu. After all, a scientist who knows how to fuse mutant DNA with the common cold virus could come in very handy.
X-men spy mission: Find out what happened to the famous Dr. Hu that was recently kidnapped. His disappearance created more headlines than even his work on the mutant fused cold virus that was supposed to be less contagious. Very suspicious...
Order (off camera?): Dr. Hu works against his will to fuse the sample of Haywire's DNA that the Order has from the Haywire mutant incident with the good ol' common cold virus. (Does por Dr. Hu ever get to do what he wants to do?)
The Kabal (off camera?): begins testing antidotes for the government's anti-mutant virus.
Somewhere in here the FP will end. Characters will wake up in the normal time line and remember the FP as if it was a dream. Many details will quickly fade, but some things might be remembered. What if it wasn't really a dream after all? (Rated E for everyone)
X-men vs. Order: The Order is determined to release the newly developed contagious Haywire virus. The X-men are determined to stop it. There is bound to be a battle to decide this one. Whilst the X and the O are busy duking it out, it seems someone else has taken an interest in Dr. Hu. He seems to have mysteriously disappeared again.
Possible Plot: Haywire Epidemic Plot (Rated E for everyone) It all depends on whether the Order or the X-men are successful in the battle over the Haywire Virus. If the X's win, we'll have no need to worry about an epidemic. If the O's win, it could mean that a highly contagious virus that is deadly to humans and causes mutants' powers to run horribly haywire will be released in New York City. It will probably take awhile before things get under control again.
Possible Plot: Power in the Wrong Hands (Rated E for everyone) See the idea/ planning thread for more information. In this plot, the Mondragon Labs scientific staff create a serum intended to counteract the government plan to neutralize X-genes using a virus. The serum would create a random mutation in a person whose X-gene is not functioning or not present. In the testing phase, a young teleporter steals the serum and administers it to three random people around the globe.
Unfortunately, there are some unforeseen side effects of the serum: including changes to the brain that cause aggressive behavior and delusions of grandeur. In short, the recipients of the serum end up causing a bit more trouble than the average mutant and the teams can travel around the globe to help deal with them. Or they can stay at home in NYC to deal with the looming problems there.

We will also be needing active people to play the teleporter and the three people who receive the serums. One person would go insane trying to run all these powerful NPCs all on their own!
Okay, I have added my comments in light green. I hope it will be easier to see what I am talking about if I also have Hades original idea.
(OCC this is a wee bit detailed, so if you want to comment on it, PLEASE read the WHOLE thing, thanks) Ok, after asking the mods I have decided to lay the plot bare, here are the essentials, and the full back story of the plot as I envision it. The intro to the story will follow soon as I am in the midst of writing it.
BACKSTORY:
At the point of the “One bill to rule them all” plot, the government already has a serum that will temporarily turn mutants to humans, i.e. disable powers.
Yes, they did. In the camps, the serum was fed to the mutants in their food as a power suppressant.
The serum works by using nanotechnology, i.e. nanobots.
They did have a nanobot version that loaded into guns- one of the Abyss clones got shot with it and became all “pink and puny”. I'm not sure if the serum used in the camps also worked using nanotechnology, or whether that version was more along the lines of a drug/ chemical.
After the bill is overturned Hades hears that the government is still continuing research.
This would be a good Kabal Mission! A nice spying opportunity might be good to get the Kabal active again!
They have switched to using genetics.
I suggest that they switch to immunobiology/ viralbiology. Genetics makes it sound like they are just going to turn it into a weapon- which they already have (since they shot Saturn with it). Or that they would do genetic therapy or surgery or something to cause them to lose their mutation. It sounds more like they are going to be using a virus/ disease that affects genes. Not so much a “serum”, but a self-mutation virus, as Hades mentioned below.
A genius has created a self mutating serum that can permanently change a mutant to a human, by changing their X-gene, by:
Destroying the gene’s surface so that the X-gene cannot interact with the other genes in your body. A virus could certainly do these things.
Destroying the core of the X-gene so that it is just a hollow shell
At great cost he obtains a sample of the serum.
This sounds like something that the Kabal and Order could cooperate on getting. Hooray for RP opportunities! I wonder what the great cost is though...
The serum mutates once every week and is stable enough to be made into a gas.
I find this detail to be unimportant.
He sets about creating an antidote, but soon realises that once the virus is delivered, repair is almost impossible.
The only solution therefore is to over-write the bad X-gene with a new one.
I feel that the mutation the created serum causes should be random, rather than chosen by the creator. It makes the power to create mutants a little less powerful if the creator doesn't get to choose whatever power they want. I think perhaps there should also be a serious flaw in the serum, such as unforseen changes in the brain's chemistry causing aggressive behavior, increased intelligence, increased emotionality, increased obsessiveness, delusions of grandeur, paranoid delusions and/or other side effects. This might explain why, if the serums are given to random people, the receivers of the serum all start to cause problems and basically are all trying to take over the world.
Warning: The ability to “creating an X-gene” is a horrifying technology, and the potential to be used to God mod is, I think you will agree, vast indeed. Thus unless people what to use it for their back story or character history, and unless with approval of the Mods, I will limit Hades “creating X-gene” ability to the three serums which will be mentioned later. I think they mods may agree with me that in the plot reverse engineering of this technology is STRICTLY FORBIDDEN.
Hades creates three serums which are a backup plan in case the government succeeds in turning most of America’s population of mutants into humans, he wants to develop them but cannot unless he conducts human trials, but because the serums are very powerful, he is unwilling to do that, so he schedules them for storage.
I find it unlikely that Hades would be feeling immoral about testing his serums. Perhaps instead he asks for volunteers....
The hour before they are stored, a teleporter bent on creating anarchy (chaos?)teleports in and takes the three serums, but gets injured in the process. (Warning I plan it for the teleporter to die a Very slow and painful death so unless you want your character killed off, I strongly suggest you not get your character to be the thief)
I find it unlikely that some random teleporter would know about the testing that Hades was doing and be able to teleport in at the exact right moment, nor does he have a real motive for doing so. Not to mention that he would be compromising Mondragon Labs security at the same time. Instead, I propose that a young teleporting mutant volunteers to undergo “some tests” in order to earn some quick cash. He is scheduled to be given the government virus that gets rid of his own X-gene, then the serum that rewrites a new Xgene. This would truly test whether the serum that has been created really does what it is supposed to do.
The young teleporter finds out what the actual tests are that Hades has planned and decides he'd rather not go through with it afterall. Perhaps he is a bit peeved that he was going to be the subject of this test without even knowing of the danger that his Xgene would be put in. In retaliation, he steals the serums that Hades had ready and waiting on the table. As he steals them, he is poisoned by Hades' touch, but manages to teleport away.
The teleporter knows that time is running short for him, so he teleports at random and injects the 3 serums to 3 random people. (This means that the serums are not administered to three old, evil, men with military experience. Unless the teleporter is part of some intercontinental secret society of old, evil military experts there is no way all of the random people would be very much alike.)
He teleports to a location in Asia, and another location in Africa, and then returns to NY and gives one of the serums to one person at each location.
They take the serums and all hell breaks loose.
The Serums (Subject to changes by mods!)
The purpose of them is simple, in an event of a large loss in the mutant population, these serums would be used to quickly raise an army, to give mutants time to rally and regroup. Since the mutations are probably random, the creator of the serums would have no way of knowing that the serums would be contagious or anything.
The Serum in NY
This is where non-combatant, non-affiliated, and non-mutant players will get their chance to participate, most likely. Therefore, this section of the plot needs to be something in which all players can participate.
Gives the user a level 9 stats on everything
(undecided whether or not to give him fangs) (I'm thinking venomous claws, myself.)
If he bites you or his saliva gets into your blood stream, he will be able to mentally plant commands in your mind, note you will still be able to think but his wish is your command.
That was what was supposed to happen but as the serum had not yet had time to stabilize so anything that he bites has a 50/50 chance of breaking down into two dwarf life creatures
If a mutant is bitten and remains whole he will still have his/her powers at 100%, if he breaks down into two then each has the original power at 50%. (Or 100% when they are touching each other. Their physical strength would also decrease, but their mental capacity should remain normal.)
Each bitten person boosts his mental command range, so it does not diminish over distance.
There is no antidote to this, ANYONE will succumb if bitten, for mutants it is possible that they will be free after the controller is killed. (Most definitely they will return to normal after the controller is killed/ healed/ incapacitated. Some people may want to actually be bitten, so they should be able to return to normal again.)
For the purposes of this story the serum also grants him increased intelligence, and I plan for him to be a chess master (or a retired NCO of former rank 4-5 star general so to defeat him will require brains as well as brawns, although he may slip up as we all know he is not exactly using pawns here.)
This might have to be one of the retired generals that has to go. The chess expert part can remain, but not all of the baddies can be old military experts. Way too repetitive. Instead...
A Russian immigrant woman is randomly injected with the serum as she leaves her job at the hotel where she works as a maid. She was a doctor (and a chess enthusiast) in Russia, but when she immigrated to the U.S. she had to get relicensed to practice medicine in this country. She couldn't afford to pay for medical school (again), so she is currently trying to make ends meet with multiple jobs on minimum wage. She knows she deserves better, then suddenly a random teleporting mutant gives her a way to achieve her desires. (The brain damage also affects the way she feels and goes about attempting to reach her goals.)
Her vice: envy. She loves money and jewels. She has worked hard, and she feels she has deserved them. She has waited on enough people that it is now her turn to have people serve her. She definitely believes in the American Dream (success at the expense of others).
Her goal: She'd love to turn New York into a nest/ hive of loyal servants to suit her every whim.
Her powers: The dwarf minions are an interesting idea. Here's my take on it (trying to make it so more people can participate): Her mutation will give her stingers at the end of her fingers (like a scorpion stinger), with poison sacs protected underneath her fingernails, which turns her fingernail dark until the poison is used (one time use per finger). She discovers that if she injects the poison into the brain stem of another mutant or a human, that she will be able to control them and read their minds to a degree. Essentially, her ability will give her a chance to build a colony or hive, of which she is the queen. She as master can read the minds of her minions and send them messages. The minions cannot read each other's minds, though. And they cannot read the queen's mind. They can always read the queen's mood, and they love nothing more than when the queen is pleased. Sometimes the queen is too busy to individually tell her minions what to do, so they act as they think would please the queen the most.
Each person that the queen stings will be full sized and will inherit 10 fingernail stingers with which to turn others into minions. This second generation will have the ability to sting others, but half of them will become full sized minions (the third gen.) while the other half will become dwarf-minions. Dwarves do not inherit the venom. The third generation will spread he venom with 25% accuracy, 75% dwarves. The fourth generation can only create 10 dwarf pairs. This gives a maximum size to the colony of 935 full sized minions, 2175 pairs of dwarf minions.
The serum in Africa
Again for story purposes I intend him to be a former Libyan five star General, one of the best. His family was murdered by a corrupt official and in rage he left the army.
I supposed we can have one five star general.
His vice: Pride. He thinks he is indestructible and has infinite power. Backup plans are therefore, probably not necessary in his mind. Unfortunately for everyone else, his first plan is pretty tough to get past.

Example: once a pharaoh who controlled almost all of Egypt except a small oasis city. In a show of power he marched an army of ten thousand soldiers through the desert to conquer that city. During one night a freak sandstorm came and since then nobody has been able to find any trace of the army. The Libyan general could resurrect all ten thousand of those soldiers.
Basically every person or animal who has ever died within a certain radius (to be determined) can be called from the dead, they will be able to think for themselves but same as the NY situation when the general issues a command they will carry it out or die trying
[/li][li]Does this ability create zombies without feeling or emotions? Does it create exact replicas of the people, who will think, act, and feel like they have just been transported to a new time? OR does it actually transport the vanished armies from the past to our own time? Let's hear everyone's opinions on this issue! Would you rather have zombie cannon fodder, or thinking, breathing, feeling, and confused men and women from the past transported to our own time?

Starting in Japan but then moving on to China and Taiwan
He has the ability to bestow upon two people his ability at a third power Let's only use this once.
In the beginning he will have ability to summon/create super storm cells culminating in thousand of lightening strikes per square mile, this power later starts to decay due to an unstable DNA chain I nthe serum, so he will devolve from lightening control to broad spectrum electromagnetic interference, effectively making most electronic equipment cease to function, no computers, or any other equipment even weapons, satellite coverage is shaky at best. (This is a cool ability.)
Also have the “Resurrect History” ability first Samuri in Japan, and then (wait for it) the armies in China!! Sorry, but let's only use this once. It will get repetitive if we do the same thing multiple times
The commander is a Japanese Chinese mix, with both of his bloodlines traced back to great commanders and Shoguns.
Instead of another general, let's select a random person on a subway. Mr. Hentai, the bald business man from the subway. He goes to work everyday and works as hard as can be expected. He is as average as he can get, but feels lucky at least that he has a good job (hooray for lifetime employment).
His vice: Lust. He feels no power at work, so he likes to feel power over his women. Anything with two X chromosomes (the ones that make a person a female, not mutant) is likely to catch his attention. He just can't get enough of the ladies. What other reason is there to ride those packed subway cars?
His powers: the super-storm cell thing is cool. I'm sure the ladies will be very impressed.
His goal: Use his new abilities to threaten and impress his way into power. Head of the company? No problem! A seat in the government? Sure, why not? Perhaps he will even attempt to use it manipulate the Yakuza. He sees himself as the next Zeus.
[/li][/ul] Please comment. The “random” characters I have created could certainly be changed if someone else has a better idea or an idea about how to flesh these ones out even more. This is still in progress, so don't feel like my word is final. It hasn't even been decided for sure that we are doing it yet. There are a lot of possible plots in the works right now. If you have ideas, please, please share them. Plots are the creation of everyone's ideas from the whole site. We try to make sure that everyone can find a way to participate and feel excited about it!

Hunter has requested that his NPC Nigel Banks be the president of the United States during the future plot. Currently Nigel Banks is the head of the guards at Mondragon Labs and also works to recruit new members to the Kabal. In the future, he would be finishing his second year of a four year term as president, which would have started in Jan 2017. Nigel will be 39 years old (having been elected at the age of 37, making him the youngest person ever to be elected president). Nigel shall still be under the influence of Hunter's mesmer, meaning that he is unquestionably loyal to Hunter (the leader of the Kabal).
Being that this is a major decision that involves everyone's Future, we have decided to put the decision up to a vote for the whole site. Please vote ONLY ONCE, even if you have multiple characters and accounts on MRO.
