With a constant static always playing from devices near him he has grown accustomed to a constant background noise. A lack of some form of noise is unnerving. Special talents: He can mimic most accents after hearing them only once or twice.
Morality
Good/ bad/ neutral/ other: (please explain) Evil: Mutants are the next stage in evolution, as such humans must be dealt with along with their institutions. Yet, wanton destruction and massacre are not the ways to handle their elimination. Rather, a situation should be created wherein the humans eliminate themselves.
Mutations
Electromagnetic Transmission:
Roger's body emits electromagnetic waves less than 1 millimeter in wavelength and greater than or equal to 100 Mega meters. This is the range of extremely high frequency to extremely low frequency. The range includes microwaves and the most common radio waves used inside the atmosphere.
The transmitted wave can be manipulated so that it carries a signal that can be picked up by receivers and then converted into audio or simple video. Example being a voice on the radio or fuzzy images and voice on an old analogue t.v. He is always broadcasting but unless he is focused it is on a mess of frequencies and the waves do not travel far. When he does concentrate and broadcasts on a single frequency the transmission can travel a distance depending on the wave and the surrounding materials, and even overpower other signals on the same frequency.
Presently the waves he generates carry a signal for between the size of a house and an apartment building.
Strengths: Roger can broadcast radio waves thus allowing him to communicate over long distances, assuming the person he wants to talk to has a receiver. The signal strength can be manipulated so it overpowers normal radio traffic on that frequency or can quietly exist inside of a radio broadcast, like a voice whispering to you while you listen to music.
Weaknesses: He can only transmit, no receiving. It never shuts off, radios near him are always have more static when he is around. In theory someone could have a fleet of radios tuned to every frequency am and fm and understand most of what he is thinking. If the person he wants to "hear" him is not near a receiver then they do not hear his broadcast.
Directed Microwave Blast:
Roger can focus his transmission through his hands and thus directionally project microwaves. The blast can be used like a kitchen microwave to heat things or in a similar fashion to the military's active denial system. Broadcasting a 3 millimeter beam at a group of people, the top .3 millimeters of the skin absorbing the wave, will cause intense pain in most people within 5 seconds. The sensation is similar to if your skin was on fire, it generally causes people to flee. The moment the beam is off of the person the sensation of burning is gone.
Maximum effective Range is about 15 feet. Following which it goes from being an annoyance to unfelt fairly quickly.
Strengths: Can cook food. Within minutes can cause burns. Gives others the sensation of burning skin.
Weaknesses: Cannot be used for any type of RADAR. Can harm both friend and foe if they are in the way. Can harm himself if not careful. As this uses counts as a broadcast he cannot send out waves on another frequency while emitting microwaves. Cannot pass through walls, and is reflected off of highly conductive materials. (Ex: Aluminum cooking foil) The burning sensation only lasts while the attack is on them.

History Of Your Character: Born in New York to a family of criminals, on October 4th so Roger was the only logical name. His parents were in essence conmen and were able to accumulated several millions of other peoples' hard earned dollars. Roger grew up in a home environment where he learned that others were to be used to pursue your own goals. Roger learned ways of manipulating people from his parents. When Roger's powers began to manifest his parents saw it as a way to more easily control people, and so they began to take him out when they went to con people. Not long thereafter his parents slipped up and were arrested, they were convicted of stealing millions, and sentenced to many a decade in federal prison. Roger decided then that he would pursue the same type of life as his parents, but he would not just con people out of property he would destroy the system that imprisoned his parents and humans as it is a system devised by them and used to oppress mutants.

A woman was crying in an office in downtown New York City. A voice was speaking over her radio, it was rough and staticy but its message was easy to understand. The woman had a son who lived down out in Illinois, a student at Notre Dame. She had been unable to reach him over the phone and now could not help but believe the disembodied voice which again repeated its message.
"We have your son. If you ever want to see him again then you must move $500,000 to the Swiss account 600078602677. Upon recieving the funds he will be released and you will never hear from us again."
The woman penned the account number to a sticky-note and slowly navigated the internet. Meanwhile, across the street a White noise sat atop a three story building with a pair of binoculars watching the woman. He had followed her for weeks, made use of online resources, and on one occasion met her in a coffee shop for a friendly conversation. All the while he gathered information. He knew that she was wealthy, both her and her husband raked in very healthy salaries. They could stand to loose a mere one-hundred thousand to support a good cause, granted they might not see it that way.
In truth Roger did not have the woman's son, in truth Roger had convinced Jonathan, the son, that he was an employee at AT&T to get his account information as a way to confirm that he was who he said he was so that he could be put on a better plan. The phone number was no longer in service. No matter how many times Janice called there would be no answer. And call she did, time after time, after time. Her emotional distress brought a smile to Roger as he watched her from his rooftop perch.
Finally there was a ding, the money had been transferred and his iPhone had informed him of this. Roger stood up, adjusted his tie and made sent out one last messge to poor Janice. "Thank you for your contribution. The money is most appreciated. And by the way, I lied..." There was static and music returned to the radio. Tomorrow there would be talks of a voice on the radio from people downtown, and hopefully an entry in the obituaries. Though none of that concerned him, he was off to the bank.
