Personality:
Ryan is a self-interested free spirit. He has few personal ties and connections, and thus generally looks out for himself. He does things based on what he finds fun and enjoyable, his powers giving him access to most of the things he needs to survive, and thus he is always on the lookout for things that catch his interest and challenges to entertain himself.

Despite being self-sufficient, Ryan honestly wants a family, though he will generally deny this is asked. He has never had stable personal relationships and is lonely. Even his time in the thieves’ guild was more professional then personal, and thus Ryan feels very much alone in the world despite the outward mask he puts on, and fears that he will be like this his whole life and will never have any meaningful relationships.
Special talents:
Ryan is fairly agile, able to walk narrow ledges and the like quickly and stealthily. He can pick locks and deactivate security alarms given access, and can pick pockets and perform sleight of hand.
Morality
Good/ bad/ neutral/ other: Neutral, Ryan has a loose moral code that adapts to his own needs. While he is not above helping others, he generally only does so at minimum risk to himself, or if there is a good payout in the end. This can of course change with the situation, but Ryan is usually more interested in looking out for himself then wither or not something is good or bad.
Mutations
Mutation description:
Extra-dimensional energy gates
Ryan abilities draw power from an extra dimensional source. The concentric circle 'tattoo' on his back is actually an extractor that draw energy from the dimension he is linked to, and glow when extracting energy. This spacial energy allows Ryan to summon circular energy portals, one for each ring, appearing as floating green loops/disks, which he can utilize for various effects. He is able to mentally control them to a degree, maneuvering them with a combination of will and physical direction. He is able to expand and contract the constructs to make the aperture larger or smaller. He has termed these constructs 'gates' for their functionality.
He is able to use them to teleport to a location he can visualize by opening a gate and moving through the opening. The gate creates a passage through dimension subspace to the location visualized when creating the gate, making each gate a one way portal to the destination. The gate will then appear in the corresponding location as the exit. The range of this is limited to what he can accurately visualize. Ryan can link two gates within proximity of each other to create a 'window'. By sending one gate out, he can look through the other to see and hear through the gate as a method of surveillance, as well as reach through for limited manipulation on the remote end. Ryan can take others with him through the gate, or send them on their own, though the same rules apply in visualizing the exit location. Travel from one gate to another is near instantaneous if entering an unlinked portal a person will experience a brief moment in a subspace tunnel of energy before exiting the other end, allowing a person to re-position themselves if they are quick. This also causes a small delay in disappearing and reappearing. However a linked portal or surveillance gate links the spacial locations directly(thus allowing it to act as a window) and thus is akin to an open door allowing travel both ways.
Strengths:
Ryan’s powers give him a variety of offensive and defensive options, giving him mobility and an adequate "shield" by teleporting attacks away or redirect them. As he draws from an external power source, he is able to use his abilities without exhausting himself over a long period.
Weaknesses and Limitations:
Though potent, Ryan's powers are not without flaws. The small delay in his teleportation can allow an enemy to move or predict an attack. His teleportation is also dependent on visualization, and thus he needs to know where he is going in detail for it to work, otherwise the resulting portal is flawed, and objects pass through the opening of his gate without effect. As such he can only go someplace he has seen, or has enough information about to where he can visualize where it is (for instance, he cannot teleport to a secret underground base without having either been there, or having an actual picture to visualize on, but can easily create a gate to the Eiffel Tower since it is well known and easily visualized). As such his teleportation is best used in visual range as opposed to long range travel unless he knows a spot well enough. Ryan’s range of control over his gates is also limited, he can only control and maintain a gate within 30 feet of himself. Anything beyond this and the gate destabilizes and falls apart.
The only exception to this is a surveillance gate, which is due to being connected to a secondary gate within Ryan’s control range, but if that gate is dispelled, the remote gate will naturally fall apart. The surveillance gate is also two way, another being can look through the other end and see through to the other side, and as it is a window, can also attack through it. Naturally anything that can pass through the window will, which includes harmful effects or environmental factors, limiting where the gate can go. Because he needs to create both sides of the surveillance gate within his control range, he cannot create a window leading to a far off destination the way his unlinked portals can.
In addition to the range limitations, unlinked portals can only transport a limited amount of mass at a time, the subspace tunnel only able to handle a certain amount before the stain causes feedback that expels the matter back out of the portal entrance. A standard unlinked portal can support roughly 300 kg of matter(a maximum of about 4 average adult humans). He is able to increase this by redirecting energy from another ring to increase the power to the portal, which also reduces the amount of portals he can support. Using all three rings on one gate increases the mass limit to roughly 1000 kg of matter (Roughly the mass of an average car). A surveillance portal has no direct limit as it links 2 spaces directly. Of course, by creating a surveillance portal, two portals are used in it's creation, which count towards his 3 portal limit, meaning that he can only create 1 surveillance portal, and only create 1 additional portal while it is in use. It also requires Ryan to maintain concentration on keeping the portals linked, which can be disrupted.
Physical Abilities
General Physical Capabilities:
Due to his training under the thieves’ guild, Ryan is quicker and more agile them most, though he is average strength wise and relies on his powers to bolster his abilities.
Fighting Style:
Ryan tends to avoid fighting if he can, making a quick exit with his powers in a pinch. If force to, he will use his gates to shield himself or even teleport an enemy away. If actively fighting, he tries to take out opponents from behind with sneak attacks and hit and run tactics.
Fighting Style Pros/Cons:
His powers make it easy for him to escape a fight, but if he can't escape, he is generally outclassed by more experienced fighters. Even his hit and run tactics can be overcome if a person begins to predict his pattern of attack.
History Of Your Character
Ryan was orphaned as a kid when his parents were caught in the crossfire of a gang shooting. He had been 8 years old when it happened, and ended up in foster care system. He attended school, however, being shuffled about did nothing to improve his general opinion of his situation, and when he got old enough, he took to running away, preferring the freedom of the streets to being raised by people who honestly seemed to consider him more of a nuisance than anything else. Being a kid on the street meant it wasn't long before he got caught up in more criminal activities, rather, he got caught stealing from a member of the Thieves Guild of Providence. Rather than turn him into the police, Ryan was taken in, and began learning how to steal properly.
Ryan took to his new craft, finding the training fun, and the work challenging enough to old his attention. He apprenticed for a while before setting off on his own jobs. Of course he wasn't a master, and eventually he found himself in over his head, when someone release some guard dogs on him. Ryan was almost caught when his mutation manifested, accidentally opening a gate and falling through, ending up at his hideout, he last safe place he remembered.
Ryan began exploring his new power, obviously figuring he was a mutant. The Rings he summoned were some sort of portal, and he began discovering what kinds of things they could do, using them as a means to bypass security and scout out heist locations. However, despite how cool his new powers were, they made things way too easy, and he found he was no longer being challenged by these jobs. He decided to strike out on his own, leaving the guild behind to find something more entertaining, and began traveling around the country trying to find his new thing. Eventually he found himself in New York during a strange event, a rift in dimensions had opened. Ryan decided to stick around and see what happened, and soon began learning about all the concentration of interesting events that happened in the area, and decided to stick around to see what happened next.

Sample RP:
Robots, rifts in space and apparently it's fair share of mutant activity. New York seemed like a place where things were active, though why he couldn't seem to find anything was beyond him. Ryan sat in a chair, any passerby may have assumed he was looking at some type of tablet device the way he looked intently into it. The gate between his hands showed the image of the city from a birds eye view. His second gate was positioned around 50 ft up, giving Ryan was essentially a map of his immediate surroundings. Probably would be better to get some form of mobile device for this kind of thing, it would at least have names for everything, though that would require getting some form of payment plan. He probably should have looked into learning how to hack a phone before he left the guild. Oh well, hindsight 20/20 and all that, he had gotten by without it so far, and he could always look into it on his own.
