So this idea has been mentioned few times, particularly in threads with Hades, Margo, and me and I was curious if anybody else wanted to join in.
The basic idea is that there is a anti-mutant group that operates sort of like a civilian militia within New York. Sort of the opposite of the Bird Watchers that merely take pictures of mutants. New York being a gigantic mutant hub it'd be fair to say not a whole lot of people would be against it. Some might be looking to protect themselves, safety in numbers, or look to out right obliterate mutants. So the group might be pushing maybe 400-500 members, half of that being active in the group. Though with the group online it might be much, much more nationwide.
Outwardly they work within the safety of free speech and the right to bare arms. Supposedly no more dangerous than current hate groups and other unorganized civilian militias. They do encourage humans to arm themselves, within legal limits of course. However, they deny whether these weapons are used or not against mutants. Frequently using previous riots as reason enough to be armed, it's for protection. Most members carry licenses for their weapons and only what is street legal, so knives and handguns are common.
Inwardly they operate in small task units, often chosen by individuals themselves to work in a particular group, watching targets from a hit list. Whether a unit decides to attack, threaten, or otherwise harm a target is entirely out of the groups hands. They never hand out orders, merely that certain individuals are flight risks that should be watched.
If a mutant from said hit list should mysteriously die or end up in jail...Well, it's only a coincidence that the Bird Hunters were to celebrate on that day.
The individuals on the hit list range from mutants who've had personal disputes with members of the group to mutant ceos and politicians. This is where you guys come in! Basically, you guys put your characters up for being on the hit list and put a range of where you'd think they'd be. Perhaps why they ended up there if there's no obvious reason, like they got in a bar fight or something really simple. The hit list is 1-100 for now, but it can be extended if need be.
New rule: If you're going to suggest a mutant, please give me an idea of what they've done to deserve a spot on this list, that way I can link it in their ranking.

His mutation is skilled enough that even though he was reportedly dead, he had made a miraculous reappearance in the last several weeks. Approach with caution or strike from a distance.

Kazimierz Corydon - [See Reports] Dangerous mutant with an unknown source of wealth, appears to be well trained in weapons and openly disrespects the police force. Took part in the KP battles and destroyed numerous stalker-bots. Do not approach, attack from a distance!
Cafas Johnson - [See Reports] X-man and mutant celebrity, able to manipulate metal at will, making him immune to most weaponry. High trained and presumed deadly, this mutant has been seen associating with #11 and is currently dating #28. His status is likely the source of great influence and power over the population. May end up warping children into doing his bidding. This immigrant mutant is dangerous, do not approach, attack at a distance with non-metal weapons(R&D please get on that).

Michael Hunter - [See Reports] Not a lot can be accurately confirmed about this mutant with 100% certainty. Eyewitness accounts can place him at a number of shootings and other violent altercations, including a fire that set off his armory of weapon munitions. What is known is that that they head a PM (Private Military) called Blackforest Tactical, they own a huge Ford F650 that is military in it's style, and their mutation enhances their strength, speed, and senses. Ambrose would be very, very high up on the list, because he'd probably be an incredibly outspoken hater of their group. Jörmungandr/Ragnarok as a whole would be a lot higher, because Jörmungandr would probably actively go out of his way to murder groups of them whenever possible. He'd probably find it highly amusing, in fact.

It's on a individual basis, but Xmen like Ghost and Cold Steel would at least be in the top 50, if not 25, as they are trained combatants rather than someone untrained.
Kaz Corydon would probably be somewhere between 25 and 5 on the list. He's been out of the public eye for years, but he did take part in both of the KP battles as well as publicly fought the Stalker bots. Though he relied mostly on his mutation in the past, he was seen bristling with weapons, legal and illegal. Going by the vehicles he drives, the quality of clothing, and if anyone tracked it down, the half a million he handed to Ghost for the bookstore with out batting an eye, he is quite wealthy.
Once Panu is Jaager's official adopted son, he'd probably be noted as a possible way to lure Jaager into a trap (ie, an adorable Finnish abduction target). Panu's "public" mutation will be the ability to remember anything he sees/reads, so he'd not be high up on the threats list. Really only worth a mention because of the Jaager ties. Need someone in slot 100?

But for reals - mass murderer, involved in a handful of battles and riots around the site, first known through her inciting the Sanctuary Massacre, very much a public figure with all the news coverage she's gotten over the years.
Issie's not exactly on par with politicians or factions leaders, but she's a bit of a loose cannon, very aggressive with very little regard for human life. Her versatile offense and ability to withstand a lot of physical punishment would make her a challenge to deal with. I dunno where exactly this'd place her but I think she'd probably be somewhere on the upper end of the list.

Syn-Likely due to inactivity Syn would be in the lower end, the same would likely go for Victoria. Could you tell me a bit about what they did? Just a little list of any publicly known factoids relevant to their history.
Kaz-Sounds about right, probably below 15 just because he isn't as seen or at least actively seen.
Panu-He'd likely be known by the Ragnorak name rather than his real one. So Munnin(that's the name, right?) would probably in the lower 90 range. Seen committing a crime (blowing up a police station in Finland if I remember your threads correctly). While Panu's name might not even show up on the list, unless Ambrose goes public with the adoption, which I doubt.
Issie-Oooo yeah, she'd be up there. Probably held a top ten spot for a while. But inactivity and time would probably drop her for more current and influential people. *puts in slot 11*
Things like this make me want to bring Roland back. In the meantime, bring it on! Garrett would be proud to be on the who's who of mutants that need to die.

Since the tech convention thread Richard has been on TV and is doing research to support and help Ghost, under investigation by the police due to husband, I would envision him probably lower down near the bottom perhaps around Alex and Margo?
Crap. The more I think about it, the higher Ghost needs to go. 1) Under investigation fro the FBI 2) Still married to a unicorn who is a "known terrorist" 3) X-men involvement 4) Mutant-friendly business owner 5) was in the mutant internment camps and part of the escape 6) involved in most of the large-scale battles around the site.
I think Noel needs to be on the list as well. *sigh* She's used her ability to erase memories on a few people in order to get out of fighting them and basically humiliated an entire biker gang (with Hades' help, of course.) Probably suspected of terrorism, I would also say she's on some kind of official watch list based on how public some of her past exploits were.
