MRO is an intermediate to advanced writing level original character, original plot X-Men RPG. We've been open and active since October of 2005. Renegade would be somewhere in the middle, I'd say. She's dangerous but not well-known, and intends to keep it that way. She probably wouldn't outright bother the Bird Hunters unless someone put a hit out on them, or one of them attacked her.
Also, it has recently been established that Ragnarok is lead by a mysterious figure known only as Loki, who doesn't actually exist. Loki may be in one of the top spots - possibly number one, since he supposedly leads Ragnarok, which is an outright terrorist group.
85. Randy Peterson - Known Teleporter, gun owner, and mutant friendly bar owner. Publicly claims social/political neutrality but business allows for prime mutant sympathizer hot spot. Do not approach at work place without large group due to number of mutants often present at his bar.
No idea for a number, but Cafas should almost certainly be on there. So, here's public knowledge.
-X-man -Immune to metal weaponry, which is most weaponry. -Highly capable combatant. -Known to have killed people in the line of duty (In situations the police would be justified using deadly force. -Celebrity with somewhat cult following, could exercise influence potentially. -Dating #28 -Destroyed multiple META bots, some without ever touching them. -Mutation seems to have made him into a rail gun. -Unconfirmed, but was completely unaccounted for during the time a military jet disappeared, and a North Korean secret military base was bloodily infiltrated. Was previously seen associating with a suspected mercenary. -Jiri doesn't like him. -Seen in the company of #11 without attempting an arrest. -Probably some stuff I'm forgetting.
Seyta's application to the list (under her alias of Geist) adjust as necessary, I do tend to be a bit heavy handed on her mutations effect on nameless NPCs

Hmm, I could see Cafas being up there. Top 25 or 50 by my guess. Celebrity status would definitely contribute to that, depending on the media that Cafas has been part of could be worse. Being an x-man on top of that would also worsen it. Hmm, maybe 22 or 24 on the list?
Well he's done some face man work for the X's, he's overtly for mutant-human equality, which I do believe he preached quite heavily on his AMA. He was in "totally not twilight" and several TV shows, including some talk shows for publicity, and guest appearances on serialised stuff.
Oh, he's also technically an asylum seeker / immigrant! Plus he totally manufactures and sells weapons. There can be some suspicion floating around about him being involved with Ambrose because he picked up Panu from the police station.
I'll take 22 unless any of that stuff somehow bumps him higher >.> For ego reasons.
If I were still using Lenna, she'd likely be up there. Lead the Kabal for a while. Led the Order for a while. Tried to get a foothold in New York as a baron of the city, then vanished mysteriously and has been out of the public eye. Hey, maybe she already got assassinated? Or she went back to Columbia to assume greater control of her cartel, and is biding her time, waiting.
Shin being an X-man who was in the Romanian camps, as well as a police officer, and has taken part in several MRO events, might be somewhere on the list... but he has been low-key for so long, he probably lost his spot.
Elliott is too careful to be on the list. Maybe some day, when he starts doing crazy things. May need to make a baddie to fill the bill. If he starts doing Ragnarok missions, he could be 99. Haha. I plan to have him become an arson and demo man, as well as carrier for Ragnarok. Maybe he could deliver some nasty packages. Take out some people for the money. Money is money.
Amelia is a cop and hasn't done anything to get on the list.

Astrid should probably be somewhere on the list. For one thing, she's be approached by the police on several occasions, but never caught. She's also been seen associating with #2 & #20, and been involved in multiple crimes. She's unknown by any name other than Valkyrie but is a very obviously dangerous mutant.
This is really cool! I don't think Abby would be on the list, but she is friends with Panu and Renegade (though Kirsi isn't exactly known since Renegade does not yet equal Kirsi), considers Cafas and Maya family, and is sorta friends with Valkyrie. Abby has also been seen in public with Kaz and Isabel. Abby was also very well known due to her speaking at the first Peace Rally.
*continues believing Abby is safe from angry humans*
I'm personally of the opinion that the Xs should be on the list. At least the more visible ones.

Amelia, since Shin seems to be the only character that warrants a place on the list, could you give me a full name or public name and a power description(at least as far as what would be seen/known)?
Abby, doesn't sound like she's done anything to garner attention or people pinning her as a mutant.
All of the X's who want their character to be a apart of this are having their name put down. This is voluntary though, I'm not gonna force people to join this plot craziness, even if it would make sense for them to be on the list.
And explain Lori to me?

Ah. Lori scared away all birdwatcher picture takers at the Mansion gate... With the Mansion gate. So decently low if she warrants making the list at all. (High 90s) She used to run a pharmaceutical company that was publicly seeking a cure so that may get her off the hook a bit in bag guy eyes.
