Involved in an altercation at a political function for an Anti-Mutant Senator which would have been kept quiet, but which likely was found out by some of the Bird Hunters;

Considered armed and extremely dangerous. Even without a firearm he has arms and is extremely dangerous. Can lift trucks clean off the ground and can run fast enough to be given a speeding ticket anywhere that isn't in Texas. Can see heat signatures at night and has been observed utilizing enhanced hearing. Aside from that he was a Tier 1 operative in the military and has all the skills associated.

Mitigating factors for threat assessment:
-Generally will not engage first, must be provoked
-Will likely eventually slip and get arrested.

Figured I would add to this list for, reasons.

Jorge Cervantes. My guess is he could be pretty high up. He is one of the more powerful mutants and some of his exploits are publicly known. He has manipulation over vast amounts of water, can become water, and there would be rumors that he can even control people whom he touches (but that would be just rumor at this time). He has taken part in a number of investigations and public incidents:

Christmas Tree Attack of 2010-
A very public attack during the Christmas season. Several pine trees attacked the city and Jorge was apart of the forces that stopped them.

Living Building Attack-
Working as a liaison between the X-Men and the police, Jorge participated as part of the team in stopping this office building that had come to life and attacked people.

Metatron-
Mutant serial killer calling himself the voice of God ran amok in the city. Jorge was the man to tracked him down and arrested him.

Ragman-
Mutant who absorbed young women into a pocket dimension and drained them of life, slowly. Jorge investigated the disappearance four young women and was the arresting officer.

It is clear that Jorge is all about mutant rights and has no problem using his abilities in public when he is required to. So I figure he could be mid to high up on the list.

Saphirus:
-Known member of the X-Men, under the name Masochist.
-Absorbs kinetic energy with one side of his body, attacks with said energy from the other side, though he isn't public about the details of his power, so he seems to be indestructible and possess some form of super strength. He can sort of fly, which has been witnessed publicly. He can also stop and redirect projectiles mid-flight.
-Publicly destroyed Meta bots in an coffee shop with
-Outwardly loudmouthed and unapologetic.
-Works the police line in various anti-mutant and mutant protests, including the infamous riots.
-Fights crime nearly every day in NYC; very addicted to his work.
-Was the victim of a mutant terrorist attack that is widely known as MRO's red wedding, in which his and Andrea's wedding was attacked by high level mutants. This was caught on tape, as their wedding was a public and open one.

Roach:
-A terrifying giant talking cockroach.
-Ran The Order's criminal pursuits on it's council before it disbanded.
-There are many rumors about him murdering and eating people
-Presently runs a large M drug operation, and is part of an illegal military grade weapon's supply operation as well.
-Has gotten more and more unhinged as time passed, so his previously careful behavior is getting more erratic.
-Has been spotted publicly smacking old people with trouts and other fish on many occasions.

Meld should definitely be on this list as a known mutant terrorist. Although she's been quiet in recent years, primarily due to being in prison, she has been involved in a number of very visible and very bloody incidents. The most public involved a massacre at a church alongside Aura. She and Aura were also involved in the first test of M on the public, causing mass death at a high school when the substance was still unstable and killed its first test subjects. She was imprisoned for attempting to take the life of an anti-mutant politician. In the past year, prior to her return to the city, she's been involved in bounty hunter work targeting humans with special emphasis on mutant hating humans. Even with her relative silence in the past 7 years, she'd probably be fairly high on the list. Maybe somewhere in the 20's?
