Ragnarok loves chaos. What better way to cause chaos than to destabilize rival crime families and groups in New York?
The plot is simple. Elliott is familiar with the criminal element having been one most of his life. He knows one great way to cause chaos on the streets is to incite gang warfare. By destabilizing the groups through distrust and open attacks, the crime rate will go up.
How this affects you: if you're neutral, hero or villain, you can respond to this increase in violent crime. Turf wars, drive by shootings, hits, dramatic family takeovers, etc. Help or hinder. Take advantage of it to cause chaos, or to pad your wallet. If you want to go around heroically taking the law into your own hands and killing criminals, this plots for you! The xmen are going to oppose the crime alongside police. Ragnarok will likely encourage crime, and Elliott can use all the help he can get. Ragnarok will claim credit when they can. People can try and fill the void in leadership to gain power in the criminal world. This will be another element of chaos in the site wide plot, alongside riots and utopia.
I wanted to see how interested people would be in this sort of plot before I do it. Do people like crime and chaos? Being heroes! Vigilantes? Punishing the scum of New York.

I've seen it mentioned that with the Order now defunct, the Russian mob has been trying to fill the void left behind. They're on the list!
Aura will likely add to the chaos,s he hunts down gang members anyway and is already disliked by them but she would take advantage of the chaos. Theirs no doubt Aura would try to find a way to make mutnats benifit from this.
Tempest will certainly be a vigilante type for now. I'm thinking of involving him in Mission 1 of the X-Men to keep the violence down/break up the gang. He doesn't want some angry/crazy mutants making things worse for the good ones. However, he also doesn't want anyone going too far/treating the mutants badly just because they're demonstrating or caught up in the craziness of telepathic, hormone control, whatever mutants.
He's very interested in protecting Sanctuary for those that need it, especially (and most importantly) mutants who need a place like teens who run away from home. Any threat like the Russian Mob will see him act against it.
You could weave this into Utopia too because Utopia will want to publicize against such crime and that Utopia will have its own mutant ways of preventing organized crime (a la prophetic or telepathic types) maybe.
Wherein I plan to have Elliott realize his grand scheme.
I'll definitely let you know if we have any gang members or criminals you need to kill, Aura! Also, Elliott and Aura can potentially team up!
