A Better Tomorrow
Act 1
With mutant related crimes rising and the government needing to focus its resources else where, they have contracted Strong Hold Industries to manufacture new tech to help police with being overwhelmed. New York being the mutant Mecca of the States is the first to implement these aggressive tactics to help monitor and deal with problem mutants. The first of which is a Stop & Frisk law. Any mutant can be stopped and searched as long as they are on public, or government property. To assist with these regulations new equipment has be added to police units.
Scanners- These scanners pick up X-gene's within in people.
Inhibitor bracelet- Now standard procedure, in dealing with mutant stops.
Stalker Project Reboot- Human sized Robots, equipped with non-lethal weaponry and scanners systems, while be responsible fr enforcing curfew. There are various models of these Stalkers. All are equipped with scanner, and video systems and non-lethal weaponry. For now.
Patrol bot- Non lethal weaponry,sends an alert if destroyed or damaged along with a GPS to alert more Stalkers. Primary model first on the street.
Aero Bot- Flight capabilities, built-in tracking a surveillance systems, used as the "chase" or intercept models.
Curfew- Unless on work related or emergency business, a curfew will be put into place for both human and mutant citizens. This is for your protection. Anyone caught after hours is subject to arrest.
So I figure there will be a press conference announcing the changes with a few demonstrations, and protest, maybe even a large scale riot. All should be great fun for the players, sprinkle in property destruction and high speed robot chases. I have plans for Act Two ready to go but this is afar as I felt like planning with out getting your opinions. So what do you think, and I know it's rough but I'm tried Lol.

I like it, but usually I'm down for anything to spice things up. I think the build up is nice, the curfew being the straw that might break the camels back as it were and get us in a full blown riot again. Is the inhibitor bracelet used in all mutant stops or just one where arrest will/might happen? Also for the robots, the human-sized one, I imagine they might look like the ones from "Chappie", yeah?
I figure all stops but we could leave that up to the player,i know how some mutants feel about losing their powers either way this would make things a lot more uncomfortable.And as for as the Chappie look goes, I think that is perfect!

Keeping in mind that the (stated) goal is presumably to keep cops and the general public safe...
Stop and frisk—seems like it would just get a lot of cops killed by A) putting them in close proximity to unknown mutants, and B) ticking those mutants off. Purpose-wise, what would they be looking for? Stop and frisk controversially targets minorities in some cities because said minorities are suspected of carrying guns/drugs. Among mutants, our powers are our weapons, and drug dealing/using rates haven't been played as being higher among mutants. So... what reason do they have to implement this? I'd say ditch this.
Inhibitor bracelet--In arrests I've been playing it as if they already are standard. If you really do mean stops, that gets us back to the same problem as stop & frisk--it's going to get cops killed for no reason. Why would they want that risk? I'd say ditch this as well, though with the work around below for people who want their characters falsely arrested/given bracelets...
Stalker bots—-ehehehehehehehehehehehe YES eheheheheheheheeh. This one makes sense to me--if robots deal with dangerous mutants, it takes cops out of the line of fire, which saves lives. Specially designed robots are arguably better at dealing with mutants than human cops, as well, thus they'd also protect the public. That's a win on all counts. Also: who doesn't love getting their character chased by a stalker bot? It sounds like your bots use the name but not the ridiculously over powered attributes of the original stalkers, which I like. These ones are tough and targeted, but not game breaking. I would suggest that the code behind them be a bit buggy at first, leading to false arrests of mutants who were, say, just witnesses to a crime. Something that could be easily sorted out once human cops arrive, but in the mean time we'd be getting a lot of innocent mutants hauled off to lock down with inhibitor bracelets slapped on 'em...
Curfew--I like the idea, but believe we'd need some sort of incident to trigger this/sell it to the general public. Back when there was rioting in the streets this would have been good, but it seems like the streets have been fairly calm lately. So what can we do to trigger this all into effect? The false arrests and claims from the mutant public that it's being done on purpose to get mutant information stored in the legal system (ie, an unofficial implementation of the Registration Act) could serve neatly here. Especially if a few innocent mutants resisted their false arrests, and ended up in the hospital.
(If you've got a Big Bad behind the scenes for future stages of this plot, they could intentionally have programmed in the AI bugs, either to get an unofficial Registration Act going, or for their own nefarious reasons~)
In conclusion: I like it. Let's make sure it makes sense on all counts, but I like it. Buggy AIs could fix most of the logic issues while leaving your key points intact.
I may have to bring Calley back for this... he's with the NYPD, as one of their rare mutie beat cops. <3
From a Mod perspective: Make sure to market this in the Cbox/Tbox so others see it! Since this would effect the dynamic of the entire site, we need to make sure folks are interested before we run it. Get people interested, and you'll get the Mod Stamp of Heck Yes Let's Plot.
Fully seconded and endorsed by both Hades and Richard. I like Jiri's addition. I would prefer this plot to be a bit more drawn out and gradual with specific trigger points that bring about escalation. The mutant registration plot was good but intense and it burnt bright and fast more like a knee jerk reaction to a massive mutant terrorist threat. But this sounds more like a reaction to perhaps the growing use of mutants in gangs or perhaps growing tension between mutants and humans. Perhaps there is a campaign on mutant right and equality and opposition against that, perhaps demonstrations against that lead to clashes lead to the first generation of bots being deployed.
Like Jiri said, it sounds good if the first few iterations would be buggy, leading to false arrests, this would inflame some of the mutant population (cough Order cough) and lead to angry reactive lashing out. Which could lead to the next escalation etc etc...
I'm in the same boat as Jiri. I really like a lot of the ideas for this plot. I would really love to get my NYPD cop girl back for it if I can. I would love to see the effect that something like this would have on things like the MRC.

PS: Might be good to work in a false positive rate for the x-gene scanners. That way characters who want to slip past them can, and we can get fun scenarios like humans being falsely pegged as mutants.
im willing to jump in with Aura and Melissa. Aura could even cause The triggering incident, Aura has murdered hundreds and cuased a lot of property damage and she is a known cop killer. Aura also infected an entire high school with M just becuse she knew the humans would die. The order could send a team to bomb a police station to get this rolling. Robots would make quite a bit of sense.
Also i pity the cop who tries to frisk Aura. In my own posts cops once they see Aura stopped asking her to freeze becuse she just used the time to close the distence....

I'm imagining that airports have x-gene scanners for "flight risks" as well. TSA scans everything else these days anyway. That means anyone who's flown on a plane can probably go on the "not registration" list.
It would be interesting to see celebrities and business people suddenly outcry against this unwarranted search (of their peers, of course. Enough money and they, mutant or not, could fly their own jet.)
I would love to jump in. Even also help out with the triggering point with Aura. Maybe compact the trigger. I'm new, Scorch has "new" ability (See Character Profile) and is struggling to understand and control it maybe? He can not power down without killing himself, Could accidentally kill a group of protesters or something?
Either way, I like the plot idea and would like to jump in as well.

Though! Just throwing this out there, if they fly international, those countries would have a right to deport them if they were found to have entered the country under false pretenses or information. And different airports have different policies as far as international goes. Like in Peru, I had to show my passport just to get into the airport ticket area, and after that there were security check points everywhere. I wouldn't be surprised if many countries would adopt a policy of checking.
Flight risks are taken very seriously and money or no, I feel like they would treat any one with an x-gene as a living weapon. If you get found out, you probably wouldn't even be able to board the plane. Guilty until proven innocent unfortunately.
Worse thoughts though, schools might eventually have x-gene scanners. Kids hitting puberty and younger have been the marking point in which the x-gene has shown to make itself known. So, along with metal detectors, some schools might have x-gene detectors some time down the line. Or they might have a thing like x-gene checks to go along with lice checks. Which for many might out them before they even know it themselves. Plus a margin of error might get kids in trouble even they don't have it.
Honestly the more common a piece of tech becomes the more likely it's going to be used. Starts with the military and police, filters down into public gov areas like airports and schools, till eventually supermarkets and malls have them too. Just like security cameras. Hell, schools might get them simply because parents insist on it so their kids might be aware of the more dangerous kids.
There would be fewer and fewer places mutants would have that would feel safe for them. Can't go to school or the mall or buy groceries. Hell it might even lead to segregation, the real life equivalent of which has been shown to have awful consequences with that "separate but equal" bullsh*t. All that pressure, to conform, to not be pinned as monster, it would eventually erupt. It would need would be a catalyst, an unjustified arrest or killing, a leader to point out the atrocities, to incite the mutant population into movement.

Stop and Frisk wouldn't really be needed. Stop and questioning might make more sense if the robots could detect mutants. Police could stop and question them, but I think that might be a stretch as well
*also cheers for Calley for working with the police* If this happens though Mutants would have a hard time working for the police. Might cause protests and a few of the X-Men to stop working with the police all together.

Although speaking of which the few technomancers could in theory slip past. When Richards power grows to where physical touch is not necessary (power growth incoming alert) He could happily fool the scanners. and might be able to "shield" one or two people from being discovered.
Re: what CS was saying I cannot begin to imagine the chaos if the Xmen stopped working with the police, in the end the government would either have to rollback their application or risk a devolution into an us vs them war between mutants and humans. And as we all know that what happens in the US sometimes trickles into other countries as well......
