Character Personality: William is a professional and maintains his calm when others can see him. Showing anger, pain, or any other negative emotion only gives your opponents ammo to use against you. He assesses most others by the value they can give him. Are they someone who can help him advance his status, someone he can use as an instrument against his enemies, or of no value and to be cast aside? Those who have value can have his loyalty.

Working within the current systems is a useful tool, it leaves your adversary thinking you are restrained leaving you free to act in the shadows.
MutationsMutation description:Electrical Generation: William can generate electricity inside his body. While he can store it, his body is an imperfect container and there is a constant electrical discharge from his skin. His power allows him to quickly generate electricity and raise the voltage. At the same time, the ability to release the electricity increases giving him greater amps. The amps charge exponentially, it takes a minute for the amps to reach .2 amps (200 milliamps) which is high enough to be lethal, but it only takes another minute to charge to 20 amps which is enough to start cutting through conductive material like steel. As the voltage increases the discharge at his skin increases, first to a
coronal discharge all around his body (Colors range from blue to purple depending on the air) and eventually to the point of electric breakdown where there will be arcs of electricity through the air to nearby objects (walls, the ground, people). These arcs are incredibly low amps and would be mostly painless. At any point William can choose to release his stored electricity, the speed at which he can is determined by how high his amps are. He can fire the electricity out at someone or something or arc it between his hands.
Strengths:William body acts as direct current electrical generator and can at will go from nothing stored to enough electricity with high enough volts to cause electricity to arc. His body can hold upwards of 100 million volts. He can also choose to charge the voltage slowly allowing him to maintain a corona without arcing. His body also overtime raises the amperes possible when he chooses to release the electricity.
High volt low amp electricity is painful but non-life threatening, but it is what devices like tasers and stun guns use. High amp electricity can be lethal. Extremely high amps can be used to plasma cut through metal.
He can build up his volts by contacting an electrical current.
Weaknesses and Limitations:William’s ability to store electricity is poor, his skin releases it over time. The time it takes depends on how much is stored. The higher the volts the more leaks out causing corona and eventually breakdown. This means if he stops generating electricity he cannot hold onto it. It also means he becomes a fancy light show in front of whomever he is attacking. If maxed out his stored electricity will discharge to nothing over the course of an half an hour.
While William can quickly charge the volts to be able to hurt someone (almost instantly if he chooses), it takes a minute for him to reach high enough amps for it to be deadly.
When he releases his stored electricity, it will flow forward for five feet before it arcs to whatever will give it the least resistance. He does not have the ability to direct it and physics takes over. This means he normally must be close to his intended victim.
Coronal discharge creates ozone by ionizing oxygen. While not enough to raise the O3 parts per million to a high enough level to cause harm, it does produce enough to have the distinctive ozone smell.
Due to flawed ability to store electricity, when he comes in contact with an external source of electricity he will immediately begin to release it through a discharge. While it can increase the volts he has, it does not increase his amps.
Physical Abilities General Physical Capabilities: William has spent time working in the gym. He won’t be competing in any weightlifting or bodybuilding competitions, but he has made an effort to maintain an above average level of strength and general fitness. Appearing strong can be attractive, and attractiveness helps you manipulate people.
Fighting Style: William prefers to avoid a physical confrontation If necessary he learned taekwondo while younger. If put into a fight he would use his power to try and drive away his opponent. If they don’t leave after seeing electric arcing he would engage in hand to hand until his power was ready to do serious damage to the opponent.
Fighting Style Pros/Cons: People don’t like being shocked by electricity. They really don’t like being punched and kicked while being shocked by electricity. Taekwondo is a very limited style and he hasn’t trained in years. Until his power reached lethal levels it is mostly an attempt to drive away or for his opponent to submit through pain. If his opponent is sufficiently motivated they can work through it.
History Of Your CharacterWilliam was born in Flower Mound, Texas where he lived until he finished high school. His power first manifest when he was seventeen years old. He was out with a girl and it turned on. It ended the date. Turned out the girl was afraid of mutants.
After high school William attended the University of Texas in Austin where he graduated with honors. During his time at UT Congress passed the Mutant Registration Act of 2017. His life was flipped upside down. Being a mutant became a crime. It was made incredibly apparent humans had no right nor the ability to rule anymore. He decided he would work to change things, bring about a world with mutant superiority. He was not a fighter, he would use the system against itself.
He graduated from UT with honors and went to Harvard Law School. While there he joined a group that on the outside was about ensuring mutant rights, but following William’s direction focused on mutant superiority on the inside. William even wrote an unsigned note detailing the legal principles of a mutant run world.
When he graduated he took a job at a New York Firm. specialized in working with mutants. They handled criminal defense law when a mutant was charged with a crime and corporate law to protect mutant run businesses.
That was not enough though. It wasn’t long before he began to act in the shadows targeting witnesses and jurors to affect cases, not just his own. He even began to threaten appellate judges to ensure opinions he agreed with were written.
His mission was mutant supremacy. He would work inside the law to see it done and when he hit a roadblock he would act in the dark to bring about his desired result. No one was above his aims; anyone from a witness on a stand to a member of Congress could become targets.

Do you have any other characters on MRO, if so who: Ranger Sample RP: It had been a long couple of months for Charles Fletcher. He’d found himself an expert witness in a murder trial. As a professor of mutant physiology and manifestation he had been called in by the prosecution to provide testimony. A mutant had killed a human in cold blood and he was supposed to explain how it could not have been an accident. His expert testimony was to be the linchpin of the prosecutor’s case.
He was scheduled to take the stand in two days. That night he had been caught up pulling together a research paper he had been working on. It was nearly 1 am when he finally made his way to the garage his car was parked in. It was almost empty at that hour.
When he was 50 feet away from his car the lights in the garage suddenly went out. Charles, who had already fished out his keys, dropped them. He bent down to look for them, his phone coming out to use as a light.
Footsteps echoed through the dark garage as Ion strolled casually toward Charles.
“Hello?” Charles called as he stood back up.
”Charles Peter Fletcher.” He began, slowly reciting the name.
”We need to talk.”
“Uh… We do?”
Ion moved closer, the sound oh is feet scratching on the concrete broadcasting his movements. Charles searched his surroundings with the light from his phone.
”You are the subject matter expert on the Novak case. I need you to rethink your opinion on the matter.”
This gave Charles pause. It hadn’t been made public that he would be testifying. Due to the nature of the case the judge had issued a gag order, and the prosecution had never officially subpoenaed him. As far as the record was concerned he was not involved in the case yet.
“I think you are mistaken… I’m not… I’m don’t know anything about a Novak case.”
”We both know that’s not true Charles. Let’s not lie to each other.” Ion stopped walking. He was close enough that Charles had found him with his phone but not so close that he could make anything but his shape out.
”You are going to testify.”
A purple light began to form around Ion, it was many spikes of light coming from his body. It illuminated the garage but Ion’s face remained hidden behind a fedora tilted down.
”You’re going to testify, and you’re going to tell the jury that based on your expert opinion it is clear that Mr. Novak accidentally killed Mr. Schovosja through a sudden and unfortunate flare up of his power.”
“I… I can’t do that. It is clear that-“
Electricity began to arc from Ion, it contacted the ground and the ceiling, as he cut off Charles.
”You can, and you will. We wouldn’t want to see poor Dianna cry would we?”
“Are you threatening my wife?”
”No Charles. I’m threatening you. You will see to it Mr. Novak is acquitted or your wife will be out one husband.” Ion strode closer and raised his hand. Electricity arced from his hand into Charles’ chest. A high voltage strike with almost no amps, it would hurt, but not even so much as mark his clothing.
”Or perhaps I’ll see to it you both pass on.” He added as Charles dropped to his hands and knees from the pain.
Ion turned and walked away.
”Good night Charles. I hope we never meet like this again.”
