The X-men run missions and work together with the NYPD, striving to maintain a peaceful balance between humans and mutants. When it comes to a fight, they won't back down from protecting those who need their help.
Haven presents itself as a humanitarian organization for activists, leaders, and high society, yet mutants are the secret leaders working to protect and serve their kind. Behind the scenes they bring their goals into reality.
From the time when mutants became known to the world, SUPER was founded as a black-ops division of the CIA in an attempt to classify, observe, and learn more about this new and rising threat.
The Syndicate works to help bring mutantkind to the forefront of the world. They work from the shadows, a beacon of hope for mutants, but a bane to mankind. With their guiding hand, humanity will finally find extinction.
Since the existence of mutants was first revealed in the nineties, the world has become a changed place. Whether they're genetic misfits or the next stage in humanity's evolution, there's no denying their growing numbers, especially in hubs like New York City. The NYPD has a division devoted to mutant related crimes. Super-powered vigilantes help to maintain the peace. Those who style themselves as Homo Superior work to tear society apart for rebuilding in their own image.

Many thanks to Shin for helping formulate this plot idea some months back!
So, after the riots in NYC, the city is still in a state of subtle unrest. On the surface, things are back to normal, but the trust that had started to develop after the registration plot has been broken, and all of the wounds from the riots are still fresh.
It's not unimaginable, then, that many mutants would still feel wronged, as well as those against the mutants. Capitalizing on this unrest, a figure will appear on wolf news(having hijacked the station's broadcast room) with a message running something like this: "I have seen the future, and mutants win. For the foreseeable future there will be an attack on either an anti-mutant group, or person; I will organize these attacks, and I will arrange for a warning to be sent the day before, along with a speech detailing each group or person's crimes against mutant kind. You will play these messages for the public each month, or no further warnings will be sent."
He will also create a new way of approaching the order, rather than going to the sanctuary. All you will have to do is have your character draw the order symbol, which he will present to the world, somewhere in your house, hidden, or out in the open, it doesn't matter. (this will only apply to those in the NYC area, though that may change in the future) IC, I would like to see this lead to the order having members all across the states, and to pro-mutant legislation and community centers for mutants opening up, which will kinda act as meeting places rather than the very known sanctuary.
It will be presented as a chance to join the winning side in a revolution long overdue. After he is done speaking, he will blow himself to smithereens.
This will be a perfect way of stirring up trouble; once a month, or any other denomination of time deemed necessary, there will be an organized attack on the part of the Order, and the warned X-men will either have to try to defend the targeted group, or stop the attack before it can even start. There is plenty of room for innocent bystanders to be included, and it can be a constant source of activity between miniplots and sitewide plots, similar to M in those regards.
This idea is still in it's infantile stage, but I'm excited to see what you guys think!
I Like the idea of it and premise seems solid. SO this guy would be come an order leader or an ally of some sort? If So Aura would follow any order given to her by the man as she would any other order leader. Aura would certainly support the Order's increased presence in the united states. Im willing to submit Aura up for the attacks as well as whatever else she can do.

It would be roach incognito ;D No one would know outside of the order, of course. The idea is to have everyone thinking a man who could see the future planned everything out before hand; this will cement the thought that victory for the mutants is inevitable.
It's funny, because in the end, either way this falls, it will turn out for the best for mutant kind! Either anti-mutant groups or individuals will owe their life or welfare to the X-men, or they will be killed by the order! Win win!

While I have to admit that ham-fisted terrorism is fun, and that the Order really ought to be doing something political again, I really don't like the idea of the Order running big attacks on pre-announced targets. It's too un-subtle, too blatantly doomed to fail.
From an RP perspective, big brawls are freakin' difficult to organize, and I don't think we've had a lot of success with large threads like that in the last few years. It would get clunky, even if we broke it down into smaller threads. It's safe to bet that few of these threads would actually end.
From an IC perspective, this would turn the Order into a big freakin' target for the mutant-haters to point and yell at, reinforcing all sorts of negative stereotypes. It would also allow the X-Men to selflessly come to their aid and make them look like big damn heroes while the Order looks like a bunch of evil thugs. Which would be GREAT if the Order actually wanted to become the bad guys and force a situation where the X-Men's philosophy of tolerance wins out, but the last time I checked that's exactly what they don't want. Even if you can convince a large number of fringe mutants to join the cause using unsubstantiated claims at future-telling, proceeding with this kind of terrorism just begs for the Order's failure, and anyone in the Order clever enough to orchestrate the Riots should realize this fatal flaw immediately.
So, I would nix the hamfisted terrorism and go with something more clever and insidious and actually capable of working, which I might propose an example of when I'm less horribly tired (why did I have to notice this thread so late at night?)
That concern being stated, I love everything else about this, especially the idea about making the Order more accessible, and the thought of contacting them by drawing a possibly-hidden symbol makes my heart happy. There are a lot of fun ways we could flesh out how that actually manages to get the Order's attention, but I think it would be even more fun if nobody knows how the Order receives these messages or figures out so much about the people who drew their symbol, except possibly some Order leaders who never reveal the secret onscreen, not even in their internal monologues.

There are many different parts of the order, with different goals; Lenna still plans to do some more covert operations that involve a more calculated and less "villainy" approach. Roach's sect does aim for extreme results, at the risk of extreme failure; makes it fun, and it actually gives the X-men a good reason to stand in their way. Basically, the plan is for the order to have something for everyone.
Everyone working for the order won't see these acts as thuggish. Everything will be for a cause, and you would be absolutely stunned how many people would see it as righteous; A lot of that is defined by the tone in which this can be presented. As of there being little odds of success,
I don't plan for there to be any big brawls during these call outs; rather it would involve small group missions(One or two order members, one or two X-men).
For example: A large national bank has been labeling loans to mutants as "High risk" due the the "higher risk of property damage and loss of investment", and thus they charge outrageous interest rates with a high probability of acceptance, leaving many mutants, who already have trouble getting loans in the first place, in debt they will never realistically pay off. So? One of the month's attacks will involve a mass bank robbing and destroying of every branch of that bank in new york city. for the order, this means forming either small teams, or going out individually to rob a bank each. For the X-men, this means similarly dividing in order to counter them. This will lead to several small threads, none of which the plot really depends on to advance.
At no time will it be announced "We are going to rob every branch of this bank, Muhaha!" Instead, it will be more like, "You, as a corporation, have wronged mutant kind. Prepare for retribution." If any of the heists are successful, the money will be laundered and distributed among mutant families, because honestly, you don't get a lot for robbing a bank, considering the risk, but a family getting 1000 bucks out of the blue can be a blessing.
No one has to die during this example, and few people would feel sorry for a bank, even if it experienced huge losses due to property damage and lost funds. Either way they would likely stop with those loans.
Sounds like a victory to me, and considering I plan to move the bulk of Roach's Order dealings out of Sanctuary, it will no longer be certain where to go to pick a fight with them.

I promised myself that I would just save that last post in a .txt file, which I could read over later and maybe edit or throw out completely, because it's not always safe to trust one's own judgement at 3AM. And I thought I did that? Later that day I actually decided to just delete the .txt because I had thought up about four different ways to be clever and useful within the framework you put up here.
Either way if there was any lingering doubt in my mind about that part of the plan, it's gone now. And I don't think I was the only one with concerns to that effect, so yay for you putting up a good answer to that!
Also, I'm kind of worried about this mysterious figure NPC. I would hope that he's somehow affiliated with the Order before he makes his big debut, because I think it would be kind of gross if some npc nobody comes out of nowhere and dictates what the Order's going to be doing. It would also be good if he isn't actually organizing those attacks, but just pretending to be in charge to throw people off. Otherwise, it would feel like the faction got hijacked by an NPC, which would be lame.
Also also, ♥thissomuch

I thought about this and I did have one more question that came up. What would the time frame be on this plot? I think if you sort of set one beforehand it might help, because during the riots there were points it juts seemed to stretch too long and it felt like people were loosing interest waiting to get from point A to point B. The last stage felt a little bit nicer because we had sort of in character dates of 'this happens between BLANK and BLANK dates. Sometimes it's hard to tie your characters into a plot that could span for several months.

Well, This plot will start, and then from there, once a month, it will lead to X&O missions, without any real need to end.
Ideally, it would be something that could be run in-between larger sitewide plots for as long as we wanted. The reasoning behind this is that the Order and the X-men need a constant point of tension, or things tend to stagnate between the two; This could, potentially, be a way to keep that tension active.
The bulk of things would simply be on a action/reaction basis, meaning characters could live their lives inbetween occurrences, though thinking about it, it may be interesting how people go about trying to find out who the mystery man was, and what exactly is behind all of this...
I suppose that after the conflict between the X's and O's starts running on it's own, that mystery could be solved, and the truth outed... I wouldn't put a time frame on it, though, but instead I would leave it to the people to decide when it has outlasted it's usefulness.
In short, instead of it being a 3 phase plot alla Riots, I would rather it be ongoing, like the M plot.
Note: I would also give any order council member the permission to use Roach's voice to create one of the monthly missions, should I be indisposed
