If Aura's a Captain it would make sense for her to lead the operation. I'm fine with that. Unless you think it would make more sense for her to defer leadership of the mission to Eddie. I should add that Eddie is the one that brought Bill in. Both he and Bill served in the US military together. Eddie was a demolitions specialist with powers that I haven't decided on yet and Bill is a sniper that can make his bullets home in on people.

So I want to do a Syndicate mission. The basic Synopsis is a that a B list celebrity was was being used as a useful idiot by Syndicate to help feed their message to the masses and sell ambrosia to the rich and famous. She gets busted for possession (among other things) and the authorities decide to start pilling on the charges. So naturally she decides she's going to rat out Syndicate in exchange for some legal leniency. Syndicate decides that not only is she not going to do that, they're going to make sure nobody else they work with is stupid enough to think about doing that. Her death is going to be a PSA on the fatal side effects of loose lips.
Thread will be open to Syndicate members and anybody who can come up with a good in character reason to be working with Syndicate. There will be an NPC named Eddie Ramirez involved who's a soldier in Syndicate. He will lead the operation in character unless somebody of equal or higher rank joins. The specifics of the operation will be decided after I see who joins. I want to make the story fit the characters.
So who wants to help me shoot a celebrity?

The most notable are a target on the left side of his chest and full sleeve on his right arm depicting skulls with bullet holes in their heads and empty bullet casings in between them.

Character
Personality: Bill is a southern country boy through and through. A little bit old fashioned and conservative he likes being outdoors, working hard, drinking and listening rock and country music. He doesn't mince words and his often blunt and vulgar in the way he speaks. He can also be a bit temperamental and impulsive at times though he as mellowed and learned to pick his battles a bit better has he's gotten older. He loves Sarah and his unborn child with all his heart and prioritizes their well being above all others. He would expect any man to do the same for their wife and children and actually thinks less of the ones don't.
Most people who know him consider him a generally nice guy. He likes to laugh and go on adventures. He's also usually one of the first to volunteer in a friend needs help with something.
While on the job he generally tries to remain professional. If that job involves killing he prefers to know as a little as possible about the target. Usually a name and location are enough. Killing is risky and just because Bill is good at it doesn't mean he likes doing it. That means that killing costs extra.

Good/ bad/ neutral/ other: Neutral. Bill likes the think he's a good person and he usually tries to the right thing. However, his family comes first. Himself second. Everybody else a distant third. So if doing what's best for his family means hurting other so be it. It's might not be ideal but a man's gotta do what a man's gotta do.

Mutations
Mutation description:
Bullet With Your Name – While holding a bullet in the palm of his hand with his fingers wrapped around it Bill can whisper a living person's name. The persons name will become inscribed in the bullet for the next 2 minutes. If Bill fires it from a gun during this time the bullet will home in on that persons heart.
Strengths: This ability is extremely precise and extremely accurate. The shots will home in on the person's heart with pin point accuracy. Even if the target moves the shots will adjust their course.
Bill does not need to be able to see the target or know their location in order for the bullets to track.
There are no hard limits on the number of shots he can fire at a target, the effective distance of the target, how long the shots will track the person after being fired.
Weaknesses and Limitations: Bill has no control over the path the bullets take after they have been fired. The bullets always travel in the most direct path to their target. They will NOT swerve to avoid any obstacles or other unwanted targets. This means that's Bill needs to ensure there is nothing and nobody in that path that could stop bullet or that Bill does not want to hit.
Bill must whisper the target's real name. This means the name they were given at birth. Aliases, code names, and even legally changed names do NOT count. Wrong name = wrong target.
Only one bullet can be inscribed at a time.
Only one name can be inscribed on a bullet at a time.
The bullet only tracks if Bill is the one to fire it.
The tracking ability does NOT enhance the shots in any other way. The bullets don't travel any further, move any faster or hit any harder. This means that Bill is limited in both distance and damage by the fire round he's firing. It also means that things like wind resistance, air pressure, changing elevation and other factors can all influence the abilities effectiveness as those factors can influence the maximum travel distance of a bullet as well as it's power upon impact. Realistically Bill could only hit somebody at a maximum distance of 5 miles away and that's only with a high powered rifle under ideal circumstances.
The shots will always target the heart. Bill cannot alter the ability to target other body parts.
The bullets will always home in on the nearest person with the inscribed name.
The round must be thin enough that bill can wrap his fingers around it's thickest point. Also the round cannot be longer than the length between the tip of Bill's middle finger and the base of his palm.
This ability only works on ammo that fires a single projectile. This means it will NOT work on things such as shotgun shells (unless they're slugs instead of pellets) or any weaponry that fires more than one projectile at once.
Physical Abilities
General Physical Capabilities: Strength, speed, stamina, and reflexes on par with a trained athlete. Flexibility on par with some office drone who does yoga thrice a week.
Fighting Style: Bill is an extremely talented sharpshooter who's been trained as a sniper by the US military. He has also received some formal hand to hand combat training and can throw hands well enough to hold his own against most people without super powers.
Fighting Style Pros/Cons:
Bill mostly prefers to fight at a distance using his marksmanship training. He's at his most dangerous when properly armed. His powers grant him not benefits while unarmed which puts him at an extreme disadvantage to other super powered individuals in most hand to hand fights. History Of Your Character
Bill was the sun of a ranch hand working on some half failing ranch in the middle of nowhere Texas. Bill's child hood consisted of two things. Going to school and working on that damned ranch. At first he this seemed like an alright arrangement. The owners of the ranch weren't good ranchers but they were good men. Even as a young kid, doing little more than shoveling horse poop, Bill was payed a fair wage for his work.
Still it wasn't enough for Bill. He wanted more than what some ranch in a town nobody had ever heard of could offer him. The second he graduated high-school he joined the marines. Join the military the recruiters had told him. Go see the world. Meet interesting people.
And shoot them.
Turned out that Bill was exceptionally good at that last part. It was during boot camp that Bill and the US military first learned of his powers. During a training drill Bill got angry at one of the drill instructors. In his anger he uttered the instructor's name along with some other things that would be considered inappropriate for a PG-13 rated story. He didn't notice that the instructor's name became engraved on the next round he leaded into the round but he did that the next shot he fired from the rifle veered widely off their expected course and struck the instructor in the chest. Thankfully the bullets were rubber so the shots were non-lethal.
Bill was immediately confined to his quarters under threat of arrest only to be released less than 24 hours later and placed in a special program for recruits like him. The program, which lasted approximately 6 weeks, consisted of Bill and his teachers experimenting with his new found gift until the US military was satisfied with the results. While in this special program Bill met Eddie Ramirez. A fellow Texan with some weird looking eyes and powers of his own.
After completing his special training, Bill finished basic and was immediately fast tracked into the Marine Corps Sniper Program and after completing that Bill was sent over seas where he was sent on a number of top secret assassination missions. With his abilities all the US had to do was give him a name and a weapon and he could take care of the rest. At first the killing bothered him but after some experience (and a little bit of brain washing) he learned to compartmentalize it. His targets were just a name. Killing them was just a job. Nothing personal. He was just doing his job.
Bill served for four years before moving back to Texas. In Texas he went back to school on the GI bill where he majored in farm and ranch management. During his senior year he met his wife Sarah at a country music bar and the two of them began dating shortly after. The relationship turned out to have legs and two years later (one year after Bill's graduation) they were married.
After graduating college Bill went back to work on the ranch he grew up on. A year and half afterwards he was offered the chance to buy the failing ranch. With his fancy college degree and worldly experience Bill was confident he could take the reigns of the ranch and turn it into something he could be proud of. Taking out a bank loan to buy that ranch turned out to be the single worst mistake of his life.
Another year and a half went by and Bill found himself drowning in more debt than he could manage. As if that wasn't enough Sarah came home one day with a positive pregnancy test. That night Bill prayed to God for help. God never answered but Eddie Ramirez did.
A letter came in mail from Eddie saying he needed Bill's help for job in New York. It sounded sketchy but the job promised to pay a lot of money. Enough to make a good sized dent in Bill's many debts. To prove the legitimacy of the offer Eddie even included a first class ticket to New York City and a booking to a nice hotel room.
After some late night talks with Sarah Bill decided the right thing to do for his family was to go to New York and meet with Eddie.

“Are you ok?”
“I'm fine.”
Sarah Holiday wasn't convinced. She and her husband Bill sat out on the porch behind their house on that balmy Texas night. They had just eaten dinner. The coals on the grill still smoldered and the scent of grilled chicken breast, perfectly seasoned, still lingered in the air. In Bill's right hand was a glass of his favorite bourbon. His left was sandwiched tenderly between the hands of his wife.
“No you're not,” she said. “I know you're worried sick about the money. Why don't we just sell the ranch? My parents said we can move back...”
“We ain't goin' to sell the ranch,” interrupted Bill. “And we don't need to move in with your parents.”
Bill paused for a second. He needed to think carefully about his next words.
“I got a letter from Eddie.”
“Who's Eddie?”
“An old friend of mine. We met at boot camp. He needs my help with a job. This job pays very well.”
“How well?”
“About 25 thousand.”
Sarah gasped at the amount. Even in the dim light Bill saw her eyes go wide.
“That well!?" she exclaimed. "Why haven't you said yes yet?”
Bill sighed and took a sip of the bourbon. The slightly smokey, slightly sweet liquor burned all the way down to his stomach.
“Eddie's a nice enough guy but he's kind of sketchy. Heard all sorts of rumors about him in boot camp. Also heard later that he got his ass beat over seas for cheating at cards.” Bill shook his head. “Point is...if this job pays that well and Eddie is asking for a guy like me...well it probably ain't legal. Hell, I bet somebody might even die 'cause of it.”
The weight of the situation dawned on Sarah and the two just sat there for a second. Bill wrapped his arm around Sarah and pulled her in closely. For a second they were content to just sit there and cuddle underneath the stars. But it couldn't last forever and Sarah finally broke the silence.
“Did he say what the job is?” she asked.
“No.” answered Bill.
“How do you know it's not a scam?”
“I don't but the letter included a first class ticket to New York City and a booking for a nice hotel room. Said he'd tell me more when I got there. That's a lot of effort just to scam some flat broke rancher that he ain't spoken to in years.”
“Are you gonna go?” she asked.
“I mean...he's paying for my flight and my hotel. And that is a lot f***ing money...” Bill's voice trailed off for a second. “Wouldn't hurt to at least talk to him.”
Again Bill and Sarah sat there in silence. This time for many moments longer. Bill hated having to worry so much about money and he hated himself even more for making Sarah worry. She deserved better he thought. Her and their soon to be baby both deserved better.
He leaned over and kissed her on the forehead.
“You know I love you right?” he asked solemnly.
“I know,” she answered.
Sarah got up to her feet and grabbed Bill by the back of his shirt.
“Come on,” she said as she pulled at him. “Let's go to bed.”
“I'm not tired,” responded Bill.
“Neither am I," she smirked.
It took him a second to understand what she meant. When it finally hit him he practically jumped to his feet and followed her inside. There would be no more talk about money that night.
