The X-men run missions and work together with the NYPD, striving to maintain a peaceful balance between humans and mutants. When it comes to a fight, they won't back down from protecting those who need their help.
Haven presents itself as a humanitarian organization for activists, leaders, and high society, yet mutants are the secret leaders working to protect and serve their kind. Behind the scenes they bring their goals into reality.
From the time when mutants became known to the world, SUPER was founded as a black-ops division of the CIA in an attempt to classify, observe, and learn more about this new and rising threat.
The Syndicate works to help bring mutantkind to the forefront of the world. They work from the shadows, a beacon of hope for mutants, but a bane to mankind. With their guiding hand, humanity will finally find extinction.
Since the existence of mutants was first revealed in the nineties, the world has become a changed place. Whether they're genetic misfits or the next stage in humanity's evolution, there's no denying their growing numbers, especially in hubs like New York City. The NYPD has a division devoted to mutant related crimes. Super-powered vigilantes help to maintain the peace. Those who style themselves as Homo Superior work to tear society apart for rebuilding in their own image.

Hello Crime lords of New York, As we are about to enter into a new chapter in the Order’s book, I’m hoping to get all of us communicating ooc, so that hopefully we can work more fluidly (or at all) as a faction IC.
So, if you would be so kind, I’m interested in hearing your ideas about where you want to see the faction go?
We will be moving to a council type leadership, and further delving into a mafia style syndicate. We are already pushing drugs after all and I don't think any of want to be common gang bangers.
but are there other angles you'd like to see played out?
Abyss for instance couldn't care less about finances, but would like to see the Mutant race furthered through our efforts.
Once inaugurated, through however it is done in the Order, Markus would like to extend the influence of the Order from the highest political aspects of N.Y.C. to the inner city gang ridden slums to better their odds. The Order isn't a bunch of gang bangers as said, but they could be useful to a degree.

Jorge
I have no characters in the Order but I would like to see a little more conflict between The Order and MRC. Unlike the X-Men, the NYPD / MRC is a government run institution so I don't see why they cannot be infiltrated or something along those lines. After all, corruption is everywhere, haha.
Also, I am pushing Jezebel to the Order as well since she could be useful. I'm sure they would use her services, especially since her parents were radical mutant activists and she believes that all humans need to be extinct.
I'm with Markus on this one. Get some political influence. That way when conflict with NYPD/MRC come to light, we can buy the judge we want and make jorges life all that more complicated.
On top of that, OOC I know that the Order charges "insurance" to any humans foolish enough to live near the Sanc. I can see the potential of going even deeper in the mob style and actualy owning those apartments >_>insurance and rent means more funding for other projects.
I agree with setting up a more solid opposition to the X-men and the men in blue. Right now everyone is so friendly, it's scary >.>
I think getting hands in the pockets of politicians, and using blackmail and the like to further political goals when it comes to mutant rights would be a splendid goal. I like the order having an 'ends justify the means' sentiment, and it would rub the X-men the wrong way enough to cause some friction, there, no? Dirty dealings tend to get the eyes of the law on you as well.
I really do like leaving all of it to the individual leaders within the order, within reason. I don't see one council member taking over the city as viable, but if one wants to, say, take out a rival mob family, while one wants to set up a mutant-rights protest, I'm happy with both of them being able to pursue those independently if they so choose.
Thanks to Andrea and Jorge for my sigs! I WABBLE YOUUU! AV Roach~
Exactly Seyta, I could use Markus's insight into the legal system to exploit it and really make it all that harder to get things done. And to comment on Jorge's idea, I was actually thinking about putting some of my Conformatist members into the NYPD to cause some interference and give even more power to the Order. If allowed of course.

Dorian would be pretty big on expanding the mutant activist side of the Order's operations. I recall discussions about the Order doing things to polarize the mutant/human distinction more, creating tension that they could try to take advantage of for a political power grab. This could involve creating an environment in which the police profile against mutants even more than they already do, and then throwing around a bunch of pamphlets and gaining a popular following for some kind of political front they could set up. I think Markus has something like that to offer.
There could probably also be some black flag operations in which the Order could pose as an anti-mutant organization, or the police themselves, then cause trouble to polarize people and pull them towards a more radical view of the mutant issue.
Dorian would probably be involved in that stuff. But if the X men successfully become a thorn in the Order's side, the Mansion could end up with a new, redheaded, explosive little transfer student. Said transfer student could try to monitor the X's, gather any kind of info she could, and "accidentally" injure the X-men or destroy their equipment on occasion. If the Order wanted to slip somebody in there to cause trouble, she could also open the gate for them, or show them the best places to sneak in.
And Roach. Since the X's and O's have been friendly, we have more opportunities for drama and split loyalties and moral ambiguity and all kinds of fun~
Also I just wrote this from a phone and it was awful. I would never write RP like this.
...You've heard stories about me? Don't listen to them! It's safe to sit next to me, really!

I think that the political aspect is a great way to move forward. It's not just enough to say that someone is evil, you have to give a reason why they are doing what they are doing. It might help more if there were some more indications as to what prejudices exist for mutants. Like is international travel possible (or even just national). Are there any government officials who still believe that there should be the camps? If so would they be pushing for more regulations for mutants? What ever happened to the mutant registries? Is there any political force right now that would demand a stand be taken? I think that to have such a dynamic opposition between the X-Men, the NYPD, and the Order there has to be some sort of party that demands a reaction, be it trying to build a peaceful society of mutants and humans, protecting both sides, or tilting the balance in the favor of one genetic code.
I have had my eye on NYC's Most Wanted list, and I would love to add Shade's name to the list. I have an idea about going after the families of New York City's finest. Maybe as retaliation from a police raid of the Sanctuary, searching for a certain individual or trying to find incriminating evidence.
It would be a great way to bring the law enforcers more into the scene and instantly create tension between the Order and the NYPD.

Quick note to Orderlings regarding Lori/the initial Council formation, to get everyone on the same IC page:
From the Order's perspective, Lori will just stop coming to work one day. Soon after, her Co-Leader Lenna will organize the Council into being, and the new structure will take over (that's currently happening on screen, in Order in Everything, for those interested.)
Whether that transition is rough or smooth is up to the new Council... and all how all you lovely Orderlings react to the transition. Likewise, whether Lori's disappearance seems suspicious, worrying, or doesn't even hit your character's radar is entirely up to you.
