"You're only a police officer, ya act based on protocol not based on the law.... An they've been known to conflict." The Ranger began, "An' I do recall givin' you a statement. The woman was kidnapped, I saved her by shootin' him." The Ranger gestured to the man with a hole through his head.
His statement given again he slid out his pistol and looked at the slide, "Sig Sauer, imported in New Hampshire to Sig Arms. 26064." He lied before sliding it back into his pants. "This has been fun, but I have people waitin' on me."

At this point, Quin didn’t know what else to do. The stranger was obviously going to leave and the best she could do was remember his face. He was spouting more nonsense now, about her only being a police officer and about how her protocol sometimes conflicted with the law. What the hell?
He’d given her a statement. The guy she was sitting on tried to knock her off again and got slammed into the ground as a result. Quin was really starting to lose her temper. The guy gave the serial number on his weapon and claimed he needed to leave because he had people waiting on him.
“I know some others who are waiting on you and they’re in the squad car coming around the corner now.”

It was clear to the Ranger he was talking to a wall, she was to green to realize that keeping peace requires significant shades of grey. He couldn't stop her from trying to pursue him, but his position was better than hers.
There was no way they could pin down, conclusively, that he had the gun on him when it all went down and that he had not taken one of the abductors' weapons, the lack of a gun later could be attributed to anything from evidence mishandling to it just being missed and some punk taking it. Sure, she could give her testimony, but it isn't hard to discredit one eye witness even a cop if you have a good enough lawyer. Also, time. From now until any possible trial would be at least a year, plus any delay from him not being able to be found. Time is always on the side of the defense.
Knowing this he threw the dice, he would simply leave. "Adios." He turned to leave, ignoring any calls for him to return. He could slip out the back, and blend into the crowd as he made his way far from the scene.
