I absolutely love the idea of having this take place in an amusement park. There is just something positively creepy about having a Halloween party at night in an abandoned amusement park, even if it works just fine during the daylight hours. I also like the idea of the mindwiped people having the different themes showing up as the real thing also, as Jorge suggested the dragon roller coaster appearing as a real dragon.
As far as having one person unaffected, I think there are a couple of directions that could be gone with there. Either having him/her show up late, although it would need to first be established whether or not the people in the amusement park have the physical capability of coming and going and if not how they are contained within, or as previously suggested coming without a costume.
To bring it back to the Buffy episode one more time, the way they dealt with it was having one of the characters with what amounted to a very poor costume. Thus there were some changes, but the personality of the character remained largely in tact. Something like that could also be interesting, with the largely unaffected individual remaining largely who they are with a couple of minor changes.
Just a thought for the one who came without a costume, perhaps they were the DD for a group of people and in their unhappiness at being DD, they decided not to dress up either? Or perhaps something happened to their original costume? Like when they were getting ready, they accidently spilled bright red spaghetti sauce all over it and were forced to wear normal clothes.
As for keeping everyone contained: what about if the entrances were 'watched'. Lets say if there was an inanimate sculture of a troll towering over the entrance, you know, like you have to pass under it to gain entrance, it's just there for the effects. Still, anyone who sees it who has their memory wiped think it's a real troll and therefore dare not try to pass under it. It affects anyone who cross the threshold, maybe about within 600 feet of the girl, so she sort of creates a bubble of mind-wiping within the Park. This way, if anyone entered later, they too would fall prey to her mutation and be less inclined to leave through a giant troll's parted legs.

For the position of the unaffected person, I'd be willing to take on that slot, that is if no one else wishes to claim it. It'd probably make sense for Rachel to come without a costume, then again it could make sense for anyone else given a good explanation, or even a bad one. Regardless, It'd be kind of interesting for the unaffected person to start out as a monstrous looking beast, it'd be entertaining to see her trying to reason with someone else in the party. It'd be kind of a disappointing night for her as well, which would make for some interesting character experiences with her. The whole idea of going to the party as herself to be accepted as a normal person, just to be treated as a monster as everyone else starts to freak out as the memory wipe occurs.
I'd agree with using Central park as the location of the event, it'd make sense for a large community Halloween party to take place there, then again using Coney Island Amusement park would be a good idea too. Possibly having one of the two rented out by some group that is doing the charity thing. It could still work with the little girl plot as well, making it so that the little girl is the daughter of the main coordinator or something, it'd be more exciting as a plot, taking that it's happening in a larger area, so it'd be more of an epic adventure to go about the park.
As for the problem of entering and leaving the park, the people could just imagine that there are no entrances/exits, like the world just ends and drops into nothingness at the edges of the girls power. Most likely they see the edges like this in the same manner that things seem surreal/etc, as for those who enter the park, Ahorta's idea of them losing their memory could work for any late entries. The way I was seeing this whole edges of the park leading into nothingness could be sort of the whole "Silent Hill" idea, the whole edge of the park is missing and the characters are trapped in the area, or maybe to deal with characters that can fly, if there are any, the place could be boxed in by some imaginary force, like a huge invisible mime box.

These are all actually REALLY awesome ideas. I love the concept of it taking place on Coney Island because then that further solidifies the isolation idea. Though Rachel, your concept of having the edges of this mini-verse appear as if they drop off into oblivion is and awesome idea as well. I really think that both of these could work extremely well.
As for your character being the one unaffected, I actually enjoy that idea! That would put up a lot of conflict because everyone would be so obviously terrified of her. There is a delicious irony there that the one person unaffected looks like a monster but simply wants to help everyone out. Nicely done!
Plus, going on Ahorta's idea, there could be a guardian for both Central Park or Coney Island! I love the troll idea, especially because I wouldn't want to walk through one's legs either. But if we went with Coney Island, the ship itself that takes people there could appear to be a mega giant shark or sea monster and would explain why no one would go on.
Wow So much plotting! I'd like to sign Mama T up for being the unaffected person (it only makes sense, since she's an adapted). It would be fun What do you think? (Mirror's had enough of haunted houses and Halloween for a very long time. xD And s/he doesn't need to dress up to act like a knight )

Actually that would probably make more sense, since Rachel would probably take on the personality of a monster if she looked at herself after the memory wipe. An adapted would work best as the unaffected person as they wouldn't be affected by the mutant power. I agree to this idea, and feel it would be better for the plot. I'm not sure as to how the anti-mutant field would affect mutants though while in this passive bubble of memory wipe. I wonder if they'd receive their memories back if they went near Mama T.

Cooool! I'm liking the cast we got going so far. Here is a suggestion I'm thinking of, please important people of MRO, tell me if you think it is a good idea. I don't want anyone to drop out because of too many people or people getting lost in a massively thick thread, so, with MOD permission of course, I would like to separate this into at least two threads at first to represent different sections of the Halloween park. That way the thread groups stay nice and small and efficient (and we can complete the story BEFORE christmas IRL ). Also I think there should be like a "Boss" for each section (the two threads) and when character defeat them or manage to get by, we can all meet up for a final third thread and save the girl who restores all of our memories. Also I believe the splitting of the group is good because that way if people want to play as unaffecteds, there can be one assigned in an area.
Anyways, I'm just thinking out loud, how does this sound to everyone?
Jorge, BTW, of course is signed up for this.
OH also, if this does get split into two threads, I will more than likely be the narrator/boss for one. I can do both, but if someone wants to help and be pretty much the DM for the second thread, I'm more than willing to take any help. Thanks!

Great idea, Jorge... splitting up the number of characters participating into smaller groups would allow for faster posting and will not extend the thread until Christmas.

I also approve of the splitting up idea. Also, I'm thinking of having Amber dress up as Raistlin from Dragonlance. Its something that would totally appeal to her geeky side.
