NPC Staff: Jim Fine: Director of SUPER. Human. Jim's responsibilities are the "big picture" plans for the SUPER department. When the political poo hit the fan, he serves as a shield to protect and preserve the function and funding for SUPER. He is also in charge of disciplinary action.
Chrysanthemum “Chris” Williams: Head of SUPER Operations. Human. Chris' job is to assign work details, projects, and assignments. Agents will have the most personal interaction with Chris.

SUPER Op Sec
Sandwiched between a debt settlement office and J. Ramirez’s Dental School sits a beige, three story building, unmarked. Men and women staff the building 24 hours a day, 7 days a week. They walk through the front doors in pressed suits after tapping a blank card to a RFID scanner.
This is Operations Security, the support staff for SUPER field members referred to as OpSec. The SUPER director and SUPER head of operations can both be found at this location from time to time. SUPER members can visit for meetings or paperwork, but are generally discouraged from drawing attention to this location.
Predict and avert conflict by means of tagging and tracking mutants.
Experiment on mutants in order to provide a cure and determine mutant limits.
Recruit mutants into service of the USA to further world military superiority.
Response priority is to help humans first, Adapteds second, and mutants last.
Strive for anonymity, secrecy, and plausible deniability.
Faction Leadership Structure:
Jim Fine and Chris Williams are the NPC leaders which means that anyone in the SUPER faction must take initiative in order to be involved. There won't be a leader handing you easy ideas, but you'll have more freedom in how you execute your threads.
Faction Expectations:
All faction members will be secretive about who they work for, all information they report in to Op Sec is Secret level "Need to Know" which means it is not sharable information. Any sharing of mutant activity with any parties not authorized by SUPER leadership will be considered an act of espionage and is punishable by warning, dismissal, or possible internment.
Agents are charged with identifying threats. As such they are expected to learn about and know all key mutant figures. Enforcers are charged with containing and subduing any threat deemed to have inappropriately used a mutation. We're not talking small offenses, but the large things like shooting cars off of bridges or tearing down buildings: any time massive damage is made an enforcer will be deployed to attain reparations (aka: a beat down and a warning not to do it again).
Evergreen Faction Thread Ideas:
Bag and Tag: Every field member of SUPER is equipped with a chip gun. If they find a mutant that fits a SUPER profile, they are authorized to take the necessary steps to tag said mutant. OOC MISSION NOTES: This mission is open to any mutant that would like an encounter with an Agent trying to tag them. Whether the tag is successful or not will be negotiated OOCly beforehand. Either way, data will be taken from the encounter. Agent actions must be discreet. Agents must act in order to keep property damage to a minimum.
Analysis: Analysts back at HQ may notice a number of tags congregating in one place or an algorithm my suggest that a mutant event is imminent. Agents or Soldiers may be sent as needed. OOC MISSION NOTES: This mission is for anyone who wants an excuse to have a group brawl. Can be on American soil or overseas and may include holiday bad guys.
Erratic Tags: Noticing erratic behavior of a tagged mutant, an analyst may send an Agent or Soldier to engage the mutant to find out why. OOC MISSION NOTES: This mission is for any mutant with an active tag that has grossly deviated from their normal behavior (drastic changes in location, a lot of power triggers within a timespan, etc.).
Experimentation: Whether captured or in the “wild” mutants can provide useful data to SUPER. Any SUPER are authorized to push mutants to their limits for the sake of SCIENCE! Give SUPER an excuse for a new datapoint and they will give you hell. OOC MISSION NOTES: Need some trauma in your life? Have you found your characters limits? Are you looking for an excuse to try out a new power growth?
Differences from groups:
Humans want to maintain status quo, so does SUPER. These two have harmonious goals.
SUPER is like the X-men in that they value life and believe themselves above the law, however, as an actual branch of the United States government, SUPER enjoys some legitimate power when it comes to interactions between SUPER and the police.
SUPER would be a foil to the Syndicate. Where the Syndicate believes the world must end and be built again (with mutants in charge) from the ashes, SUPER believes the current system is fine and will actively work to protect the status quo. Law and order are their supreme ideals.
Haven is unknown to SUPER. They are fundamentally opposed in that Haven is focused on helping mutants, SUPER is focused on helping those poor disadvantaged humans.
SUPER has a love/hate relationship with mutants as a whole. One one hand, they are terrible at keeping a lid on their oddities and often are the cause of disruptions and dangerous situations, on the other hand SUPER could not function without some of the more unique abilities that allow them to gather information.
Adapteds as a whole are too small to have a social agenda as far as SUPER is concerned.
How to Interact with other groups:
Humans are the people that Super will champion. As part of a powerless group of people, SUPER is expected to prioritize their help.
X-men are to be ignored. SUPER is not a law enforcement agency so we can afford to look the other way from acts of vigilantism so long as damage is kept to a minimum. Overt use of a mutation by an agent goes against the primary goal of remaining low-key and undetected. Disengage or remove from the public eye in order to tag or suppress the threat.
The Syndicate is to be stopped. Any members are to be subdued and tagged or captured and experimented on.
Haven are to be treated as any other mutant unless they are acting suspicious. Follow and report.
Mutants with obvious physical tells are to be tagged. If they are perceived to be isolated or 'unwanted' they are free to be experimented on.
Mutants with powers that are considered strong enough to threaten a building are to be tagged.
Mind-affecting psychics are to be tagged and recruited and controlled.
Adapteds are to be recruited or coerced into recruitment for their own safety.
