MRO is an intermediate to advanced writing level original character, original plot X-Men RPG. We've been open and active since October of 2005. I have some long term ideas for Tempest and Sanctuary, but I'll speak of that later as things develop.
PRESENT
I have started an open thread with Tempest cleaning the doors here. I figure any kid checking it out, someone also volunteering, someone looking for mutants, etc. could stop in.
Is there a PC or NPC(s) that are roughly in charge at Sanctuary? I know it's a former faction location but wasn't too sure on its use.
NEXT THREAD
I'd like to run the thread following that as an Open House at Sanctuary. The IC premise would be that it was held some day after a few weeks of spreading flyers, encouraging donations, community out reach, encouraged volunteerism at schools (i.e. the Mansion), etc. This would be a bigger, public thread but with no heavily imposing plot other than a mix of all types. Consider it high on the intrigue scale for social or political use. It'd be a good chance for a cross section of individuals to interact without the need of some combat situation. Maybe someone wants to volunteer, others want to check out who come, maybe people have heard of Tempest or another frequent visitor. Heck maybe some come expecting the shadier element and others want to see that hindered.
LONG TERM
While we can start smaller and focus on the above, some thoughts I'm having...
I'd like to get Tempest more involved in Sanctuary and hopefully one day running it/parts of it. Some threads in the meantime might be selfhelp meetings, volunteer days of organizing food, holidays at the shelter, fund raising benefits, a celebratory (likely politically funded) gala, etc.
I also plan to involve Tempest (and Sanctuary if possible?) in the Anti Murder Rally and First Aid Lessons . Tempest could be partly interested but also volunteering on behalf of Sanctuary. Kids afraid of their powers, running away from home, etc. tend to gather in such ways and it'd be a good chance for outreach. Of course, other things are bound to happen so it would seem.
Beyond that, I've got a few ideas with linking in to Utopia. Sanctuary might endorse Utopia, help mutants get there, help kids get adopted by people there, etc. I'm hoping I might even be able to start to branch out things a bit more depending how things go with Tempest and Sanctuary. We'll see on that one/might be too soon.

Presently, there aren't any particularly active Order members, so I'm very much on board with the idea of a Sanctuary revival. I think Aura was/is in charge, but I haven't seen her around for a while, so I think the Order is primarily inactive for now. I'm also assuming that by "revive Sanctuary," you also mean "revive the Order" (correct me if I'm wrong), which I would definitely like. Ragnarok hasn't had quite enough opposition lately, and the Order could definitely provide that. I think Ragarok actually attacked the Sanctuary at some point, by siccing META bots on it then invading in person, so there'd be some bad blood there.
As for my specific characters - if you're looking for someone to provide opposition to Tempest, and possibly a very aggressive "cease and desist," Ambrose is here. Even if you're only reviving the actual sanctuary part of Sanctuary, Ambrose would probably be very much against it because it paves the way for an Order revival, which he wouldn't want. There's also an Order spy in Ragnarok - Isabel Duskmoor - which may or may not be relevant, but it seems important to mention. Kirsi, meanwhile, might actually join Sanctuary. If you're looking for a slightly psycho middle schooler to help out, she's available, but she'd be a Ragnarok spy because her loyalties lie first and foremost with who pays her, and that's Panu.

Very cool idea, Tempest!
Astrid is easily drawn to things associated with evil, so I could see her stumbling upon the Sanctuary at some point. She could, even, be coerced into joining, provided that you offer something better than Ambrose. However, with Astrid come violence, so it's up to you if you want that.
If you're looking for something calmer, Juliette's a bit of a goody-two-shoes, so she would probably help volunteer. It's even possible that she could add the Sanctuary to her list of places to teach first aid.
With nowhere to go I think Rachael will definitely find her way to sanctuary eventually. She's naturally a little confused and upset about the situation she finds herself in but still wants to try and remain positive, as such with a little pressuring she'd be willing to help Tempest with volunteer work and other community activities.
Order "leadership"-wise: The Sanctuary comes hand-in-hand with it's front desk secretary, Lisa (an NPC of very long standing). She has never been clearly stated to be either human or mutant, but she is scarily efficient at all aspects of her job. Feel free to use her; it would be a shame if you didn't. Lisa's (brief) NPC profile. Basically, she smiles a lot, is welcoming, and is totally fine with ordering the janitors to clean up blood spills after a murder victim gets dragged past. Also she may be suspicious of cats for reasons totally not my doing.
There's no IC leadership, though active folks include Isabel and Seyta (played by Randy).
I think it's a very cool idea to revive Sanc as a location for wayward mutants to lodge, as an alternative to the goody-toe-shoes Mansion with all its "school" and "we discourage felonies."
Think long and hard about whether you actually want to revive the Order. They're a long standing name that did nothing but be a name for years. Hence the disbanding a few months back. Don't revive unless you've got a strong vision for 'em, and motivation to see it through. If you even were planning a revival. Sanc itself can be an entity separate from the old Order, and you get all the benefits of the X-Men and Ragnarok being inherently suspicious of everything you do just because you're working out of there. All the plot tension, none of the responsibilities of leadership!

Ambrose/Panu: First, I should say I was thinking merely a revive Sanctuary. I don't know much about the Order yet, though I'm happy to learn OOCly. They still have a faction guide? I've got some ideas but I don't want to 1) push my character too quickly as a newb to the board and 2) want to see what else is going on that would benefit the board and everyone first.
My idea is really more to Panu's post that it's just for wayward people, especially mutants and is kind of a neutral area with a rep, especially if there's not really anything "Order"-wise going on there anymore. Creates a cool RP situation.
Now that's not to say maybe the Order won't return or I won't try to use Sanctuary for something more one day. I do envision Devon leading in a way, but not sure that the Order would be it. That sound good? Having some people note its resurgence and question it is a good idea.
Astrid: Both ideas sound good if you want. Astrid maybe bums around looking for trouble or a kindred spirit now and then? Up to you to decide if she might actually secretly get something out of "group talks" or the like. Juliette on the other hand could actually join, volunteer, and the first aid teaching could well lead us into the Utopia/mass murder plot plan! Let me know how I can help be involved.
Rachael: Also great! Join the thread I have at the doors (Tarnish Remover) if you wish. Or we can do a different thread whether bumping into one another or Devon doing a little intro talk withe Rachael. Of course, I don't have to be involved at all if you don't want. Sanctuary isn't mine after all, I just thought it a good venue to get used again.

Awesome, Tempest! For now, I think Juliette works best with the idea of the prospective plot coming up. She tends to live in her own little world, though, so she probably wouldn't be aware of the Sanc (especially since it's not a school). So, maybe I'll have her stumble upon it (possibly in your open thread, unless someone else wants it), or you could have Tempest contact her once he gets the place cleaned up.
It would probably be best to take this to PM for any further planning, so let me know if you want to get something started. I'm pretty busy for the next couple of days, but I'll try to fit something in.

Now why ever would Tempest want to rekindle interest in a group like that?
While I don't think a strict reading of this is something Tempest would want to revitalize, something akin to it might be in order and in line with my ideas. If I'd made Tempest more of a rich business leader type (like Ambrose) perhaps it might fit, but I avoided such a personality because of Ambrose. Still, the Order isn't completely out of line with what I was thinking.
Again, it's early and I'm new to the site so I don't want to steam roll. I also want to prove my value to the site, let alone see how others might want to partake before we make any final plans.
However, it's nice to know a bit of history so I can plan for the future!

So Ragnarok is actually due for a mission sometime soon. If you want, we could carry out that mission during the Sanc open house (minimal chaos, of course, because we can be stealthy sometimes), so Ragnarok gets to scope it out and Tempest gets to learn about who he's up against. Or, if you'd rather have the open house be an "open to everyone" sort of thing, we could do a different mission where Ragnarok either low-key or very high-key announces its intentions to shut Sanc down.
I've also been wanting to get Kirsi into Sanc for a while, but it's never really been active enough until now. If you're up for it, I'd love to do a thread involving her joining Sanctuary, either as a Ragnarok spy or as a little kid who legitimately needs a place to crash.
Hm let's see how things go before we plan any Ragnarok invasions. OOCly, I don't want it to be a decimated place quickly by some stronger group before it's quite gotten established. Not sure how others would justify going there after that. I do like the idea of them coming by in a social sort of way to drop some subtle threats.
Kirsi coming in for either works. What she's done shouldn't bar her entry as Sanctuary should be available for those who need it. Tempest, as he gains control or whatever leadership there, will certainly push for that kind of welcoming. However, if she is a spy, I'm sure long term it might not go so well for her. Depends to what extent and what happens of course. I wouldn't want to decide the specifics before we get there.
I like this idea. As Panu mentioned, Seyta (my inactive second) is/was an Order member. While I have plans for returning her and reviving the Order, its is all OOC planning and in no way set in stone.
While the Sanctuary has always been tied to The Order, I like the idea of making more "permanent" locations around the city. That is exactly why I made Randy's bar Looking Glass. So I am all for you renovating and rebuilding the Sanctuary, literally and figuratively via public image. I personally suggest keeping Sanc and Order separate but that may be just my bias opinion since i have my own potential plans. ^_^ Honest best suggestion is keep in touch with the MODS and open threads like these for advice and assistance.
