Mesmerized, Jude took mental notes. This power seemed to work through a combination of cheesy water-related taunts and hand gestures.
The guy... no, the cop had enveloped Mittens' head in a bubble of water and then neglected the mook's need for oxygen while he attended to Jude. While Jude appreciated this, he did have to wonder... "Iz he... uh okay?" The big guy was stumbling around which seemed like a hazard all on its own so Jude (with a little of the offered help of the cop) scrambled to his feet.
He was soaked all down his front, his hands were scraped up and his mouth was still swollen. Jude huffed out a sigh. This was not his finest hour. And now he had a stern (old) ((probably unhappy)) cop giving him the once-over. "I'm fine. You're ze one killing people." Another point toward Mittens who was struggling less now. Was he a bad cop? Was Jude going to have to put him in his place? (Hopefully better than he'd managed Mittens...)

Jorge had to make sure that Mittens was subdued. Once he was sure of that, he could relax and turn his attention to the man’s victim. The detective moved to the young man, found that his own large hands were scraped and bloody, but other than that, he was not much worse off than he was when he found him at the doughnut shop. At least the would-be hero would walk away from this incident without much more than a bump or two on his head.

The detective waved his hand dismissively. Mittens was on his knees down, still attempting to claw at the bubble of water that was focused entirely around his face. It seemed that whenever he attempted to rip or pull water away it surged and immediately rejoined the rest of the mass.
“He’s fine,” the detective assured. He could see that Mittens movements were starting to get more sluggish. His most important duty right now was making sure that the hostage was safe and secure, which was what he was doing now.
>> . "I'm fine. You're ze one killing people."
Jorge shook his head. “Nah, trust me, he’s fine.”
He straightened up a bit and turned his attention back to Mittens once the kid was found to be okay. Mittens was on his back down, struggling to remain conscious. Only when the man was sufficiently subdued did Jorge finally wave his hand and cause the bubble to burst and rain down upon the criminal’s face. He gasped in panic, sucking air greedily between coughing fits. He was going to be weak enough for awhile.
“Excuse me a moment,” Jorge said as he strolled over to the barely conscious Mittens. Casually he slipped the specially made handcuffs onto the criminal as he glanced back to the boy. “Mind telling me what possessed you to play hero when I told you stay at the shop?”
