Well, since Sebastian has so much information on different religions he would also know that in many judeo christian circles the white horse is considered to be something akin to a false prophet. Perhaps Sebby would be thinking about having a servant that goes forth no just for conquest/famine/pollution but for speaking to the people and deceiving them?

Out of the conquest/famine/pollution I personally like the idea of conquest better but I don't really know if that would be a role that Phoenix would easily fall into. He doesn't have any obvious connections to any of the four horseman, though I am interested to see how he ends up getting involved in this plot.
