Mmm.... well, that doesn't make sense. If that were the case, then why force mutants outside the Camps to wear bracelets as well? If they used their mutation, maybe even by accident, doesn't a computer somewhere pick it up, and send that specific ID and location to a Stalker to go pick them up? So then the computers (I'm guessing you'd need a network really) would have access all over the state and country, not just inside the Camps.

Hmm well the server that is hooked up to these bracelets made them shift into collars and is controlling them. Perhaps there are multiple servers for each set of collars and they are placed in range for each mutant. Perhaps the collars changed servers for the mutants sent in the camps, making their shocks stronger than everyone else's.
We could say that the collars put on the Detainees were specially designed for the camps.
So once they leave the camps since those bracelet/collars were specially designed for those mutants going into the camps will not work outside the camps, shut down and fall off.

Just remember how much planning Rupert has been doing with myself and others for a raid. He needs to make more posts in the camps etc and with the resistance before we have a raid. We've been planning that for months so I'd really like people to PM rupe/cal before we go ahead with anything.
But also, I'd really really like to do the voulnteering (or in this case, voluntold) community work subplot idea. If i get the OK I can do up a draft and post it and people can critique and see if we can put it in the plot

Mutants working for Humanity Plot Idea
So, to start off I was thinking that the name of the program could be “mutants working for humanity”. This would be the governments attempt at saving face in front of the city due mostly in part from various social justice groups and public pressure. People are afraid of the mutants but after some high profiled speakers presenting the city with the idea of putting the more ‘docile’ mutants to work for the benefit of the community, the mutant haters are on board seeing this as an opportunity to show who the dominant race is. This would give the mutant’s rights activists a chance to protest and see the mutants first hand. I’d like to see this play out more in the middle however as opposed to a strong pull to anti or pro mutant. Even though the mutants are being degraded, the guards could not get away with much under the public eye or they would be subject to scrutiny. However, someone could be made an example of to show the mutants just who is boss and remind the mutant supporters just how dangerous mutants can be. Something I feel we are too extreme in our side choosing and it would be nice to see the lines blurred a little.
As far as the execution of the actual sub plot itself I had a few ideas: First, I was thinking some active members could take on the roles of some NPC’s to represent the activist groups and the anti-mutants aka the FOH (friends of humanity). These groups could consist of a head leader one for the activists and one who perhaps works with the camps and represents the mutants working group. As far as that specific NPC goes I was thinking someone who is basically a charmer and can fool the general public into thinking that what they are doing is the best thing. Think of Hitler, he was so easily accepted because he was a convincing public speaker. Other NPC’s could perhaps be reporters who cover the protests, the protesters, guards who supervise the working project as well as your usual community outreach folk.
We’d devise a list of jobs as we did in the camps and their locations. I was thinking cleanup in central park, soup kitchen in NYC, and any other suggestions you have. Then those who want to participate would get themselves in threads for those different places and this would allow members to not only post in the camps but post in their volunteer location as well.
I’d like to keep it free-will as to who wants to take part in the work project, but the person who decides to play the NPC representing the project would be PMed and then some posting could be made about that leader coming to the camps and picking out the best mutants with the most potential for those jobs. i.e. Mutants who wont cause trouble.
So there is my rough draft for the idea, after tweaking and suggestions and approval I’d be more than willing to do a general introduction post and picking up an NPC to get things started. Let me know what you think, what you like and what you don’t,
I very much like it, but I'd like to make one little point. In the librarian's couple of post before yours, she mentions the bracelets falling off if the campees get too far away from the camps. Wouldn't that happen if we all went working in New York, too?

As to the collars falling off and such: I don't really see what the point would be. Since everyone at the camps is drugged so that their powers don't work, anyway, it seems unnecessarily complicated to deal with the collars falling off/reattaching, since having them off doesn't make any difference. I'm game for the X-Men to try a raid on the camps (and I think everyone who would OOC like to get their character out of the camps should be allowed to do so then, even if it isn't the most realistic situation), but I think the collars can be dealt with after those people escape. Either Chip can take them off at the Mansion or, after the Mansion faction is forced to join up with the main Resistance, Gearhead can do it (she can even come with the team who picks up the Mansion faction, so that the collars are deactivated before the escapees are brought back to Mondragon Labs--that way the collars won't give away the location of the Labs).
Of course, this depends on whether Cassiel and Daria return to being active or not. If they don't, then the Resistance could try its hand at a small raid to test their new knowledge and try and get a sense of what they need to do for the main raid, and the minor escape could happen then.
Until then--and afterwards, for the people who remain behind--Raina's idea is, indeed, excellent. The main problem with the camps seems to be that those players are too isolated from the rest of the site to have any OOC fun. Her idea would solve that nicely.
Could combine the two theories, and have the Resistance attempt a combined Stalker-nab/rescue operation on whichever inmates are out doing community service.
Presumably they would have fewer Stalkers guarding them than the jail itself does, and that would also make it more plausible that a handful of inmates can be rescued.

OK well here's what I'm going to do: I'm going to start a thread called community service with an introduction and have my main NPC post a listing of who is to be involved in community service. If you'd like to be involved with that idea, simply post in that thread making your mutant discover that they are on the list for community service. Make sure to remark on where you are:
i.e., Raina looks up at the list and sees she's stationed at cleanup at central park.
Then, I'll have some threads posted in the various areas with the details of what the various jobs are. We can take turns with NPC's or existing guards as supervisors. but the key idea here is that these are mutants who are behaving, so you know, dont go crazy when you get in the threads that's what the breakout threads are for

Excellent! It might be a few days before I can actually post, due to work, but definitely count Neena in, probably at a soup kitchen, or something. Nice work Raina.
Some threads in the Camps have made reference to a drug being put in the inmates food to suppress their mutations.
Other threads in the Camps seem inconsistent with that (for example, Shield, Werecat, and Raina all still have their mutations active).
So I'm a little confused as to what's supposed to be happening. I suspect I'm not the only one. Sonya is now involved with it IC, so I figured I'd ask.
One way of reconciling this is to say that it’s being used, but it’s unreliable… it only affects some mutations, and others are immune, and it’s up to the player.
Another is that it's an experimental drug, and only some of the inmates are receiving it (so the experimenters can compare the results to the control group that doesn't receive it).
A third is to ditch the idea altogether and retcon away all references to it. (I'm in favor of this myself... we have the shock-cuffs to keep the inmates under control, and I think mutant-power-suppressing drugs (a la the Cure in X3) are a Pandora’s Box technology better left unopened.)
Anyway... can we get an agreed-upon answer from the Mod Squad about this? Is there such a drug in the world, is it being used in the Camps, and what does it do?
