Ragnarok had a symbol. It was a nice symbol, a noble symbol. Probably. He wasn't sure how he felt about it, honestly, but they were his employers and that was a fact he could not share with anyone. The least he lulls do was show some enthusiasm for their message.
The symbol was on the wall, the spray paint can in his hand. The world was sick. Something needed to be done. This was no humanitarian gesture. Chaos was needed to bring about a new world. Sure. Break something in order to fix it? No. Take it apart to repair it? That sounded more their speed.
He knew Ragnarok had claimed certain things. The bridges and tunnels, recently. Bombings. Otter acts. Sorry. Other acts, not otters. Mental slip. What did he feel about all of that?
He kept the can with him when he left the scene. The target was the side of a government building, but not city hall or the police station. Too high profile.
The fire started at 2:15 AM. No one was in the building when it happened. The point of origin was the eastern side of the building. By the time fire trucks reached the scene, it had spread to the southern side. Someone had used an accelerant. They found the symbol on the far side of the building, burning lightly against the last standing wall. Security systems had mysteriously not been set off during the fire. No cameras had caught the arsonist and no data had been successfully retrieved. Perplexing, but they had their suspect. Ragnarok. Since no data had been retrieved, no one saw the records of several pieces of identification that had been printed prior to the fire. They didn't notice any altered records. All they saw was terrorism, arson, and a burned down dmv. October Elliott was in the system. Finally. If anyone tried to dig deep, all they'd find was that the license had been printed the day before, along with everyone else.

Over the next several days, similar fires occurred with similar MOs. Ragnaroks logo was at the scene of each. That was just one idea, though. Elliott had more.
Why connect chaos only to violent acts? Getting the cards printed was easy. He spoke with Jager's secretary and they found a method that was quick, easy, and untraceable.
Elliott wore gloves. Before the day was up, several hundred people in Times Square had their very own Ragnarok business card in their pocket, courtesy of him. He was a pickpocket prior to joining up, after all. Reverse pick pocketing wasn't too far of a stretch.
Some people were arrested over the next several days for simple run of the mill crimes. Upon searching them for weapons, the cards were discovered, which made their whole situation worse. No info was on the cards that would lead back to any actual members. Their assumed connection lead to questioning, which just wasted police resources. All over a piece of paper and an act of chaos and misdirection.

Hell's Kitchen is a dangerous area of New York. Elliott reverse pick pocketed there, next. Crowds were smaller, but he was in the area. It wasn't the day after, or even the week after. It was spaced. That made it more difficult to follow a pattern or predict his movement. Cards also take time to be made.
One man nearly caught him at one point. His phone went off in his lack pocket right as Elliott stick his fingers in. He stole that mans phone, and his wallet too, to spite him! And he left the card, too, to boot. He fled down a dark alley, up a fire escape, down another escape, and another few streets and side streets. Then, when he felt sufficiently vanished, he went to deliver his package for Jager.
Riding the bus back to Manhattan, he heard people talking about a building in Hell's Kitchen that had exploded. Many were hurt, some dead. What a coincidence. How did he feel about that? Numb and pleased that his newly opened bank account was filling with money from his Jager intern work. That delivery was not his last.
